Review of Construction Contracts: Clearly the review of construction contracts and the evaluation of construction project bids is of key importance for the management of construction project costs. Tetra Tech will assist in the review of bids, bid qualifications, and proposed contract language exceptions during the construction contractor selection process. At the conclusion of the process, Tetra Tech will provide the City with our recommendation for award. CONSTRUCTION ENGINEERING SUPPORT SERVICES If needed, during construction, Tetra Tech will provide engineering services including review of RFIs (Request for Information), shop drawing review, material certifications, review of contractor substitutions, schedule reviews and assistance with change orders. Tetra Tech's team of engineers understand the importance of services during construction and is committed to providing timely and accurate review of all submittals. We pride ourselves in being able to solve complex field issues quickly and find cost- effective solutions to keep the project moving ahead without delays and cost overruns. Submittals for Project Design by Contractor Personnel: Our team will review project design submittals provided by the contractor. They will be reviewed for conformance with the contract documents. Substitutions will be carefully reviewed to determine if they are equal to the specified materials. We will also review any substitution to see if it changes any other part of the existing design. Our analysis will include our opinion of the benefit to the City of Santa Ana of the proposed substitution and validity of any proposed cost savings. We will keep in mind the overall desires of the City of Santa Ana operating staff in our analysis. Review of Technical Submittals: Our project team will review contractor technical submittals including, but not limited to, shop drawings, material certifications, material samples and schedules, as requested by the City. Shop drawings will be reviewed for general conformance with the plans and specifications. Each submittal or shop drawing will be reviewed and returned to the City, stamped with our shop drawing stamp and marked accordingly. On -Call Engineering Services Our team of construction management personnel are qualified professionals who can effectively manage the technical complexities of today's construction projects. Our construction management philosophy is to keep the project on schedule and on budget through communication and project controls. As -Built Records: Upon completion of a construction contract, Tetra Tech will prepare record drawings by updating the original project plan sheets showing changes that occurred during bidding and construction. Record drawings will be prepared by transferring the updates from red marked plans received from the City. The record drawings will be completed in the project AutoCAD files. "Record Drawing" cells will be included on each plan sheet and updates will be clouded to provide distinction from the original design. PROJECT MANAGEMENT TEAM'S QUALIFICATION & EXPERIENCE NARRATIVE For this contract, we are proposing our water, wastewater and civil design team with recent experience working with municipalities under on -call contracts on a variety of water, wastewater and civil design task orders. Our proposed Project Manager, Tom Epperson, will be supported by a deep and strong team of civil engineers and designers, all of whom are available and capable to successfully deliver task orders. Tom and the leadership team's experience providing oversight and management of multiple ongoing projects under on -call contracts along with the Tetra Tech team, virtually eliminates learning curves associated with team's that have multiple firm subconsultants. It provides the City of Santa Ana with a team that will be proactive, understands the issues and challenges associated with contracts of this nature and who can hit the ground running on any task order needs. Our proximity to the City further solidifies our investment in the City and this contract. We are in local and have been for more than 54 years. In our Statement of Qualifications Section C.
