FINAL DESIGN
Generally, when a project reaches the final design phase, all KEY DELIVERABLES
conceptual/preliminary design tasks have already been completed and
environmental clearance obtained. During the final PS&E phase, our » PS&E at 60% & Final
team will prepare the project plans in Microstation. Specifications will >> ROW and Utility
be prepared based on the Greenbook and City special provisions. A Impacts
construction cost estimate will be produced for the City, identifying all Utility "B" & "C" Letters
bid items along with quantity backup.
>> ROW Legals & Plants
Utility coordination will be ongoing through the final design phase with
"B" and "C" Letters sent out with any utility impacts identified and cost liability determined, to ensure no
delays in construction. Additionally, if a project requires the acquisition of any necessary right-of-way and
or easement, our team can produce legal descriptions, appraisal maps, and right-of-way maps necessary
for any fee takes or temporary construction easements.
CONSTRUCTION PHASE
At the completion of the final design phase, Mark Thomas will assist
KEY DELIVERABLES
the City through the bid and construction phases of the project.
During the bid phase, we will respond to inquiries, assist in addenda
N Bid Addenda (if needed)
preparation if required, and review the bid results.
» Bid Analysis
During construction we will support the City construction management
D RFI Responses
and inspection crews, including attendance at the pre -construction
n Submittal Reviews
meeting, respond to requests for information (RFI), review shop
» As-Builts
drawings and submittals and prepare as -built record drawings.
MANAGEMENT APPROACH
For the delivery of an on -call services contract through a task order basis, it is important to have an
experienced project manager and a well -thought-out Project Management Plan (PMP). One of the first
items of work is to prepare a PMP that sets the expectations and serves as a guidebook as task orders
are developed and executed.
PROJECT MANAGEMENT PLAN
The preparation of a PMP is crucial. PMPs are prepared shortly after NTP and serve as a guide for
project implementation and management. The PMP provides a baseline of project objectives to achieve,
how it is to be achieved, who will be involved, how it will be reported and measured, and how information
will be communicated. With an on -call contract, we create an overarching PMP that includes items such
as the contract contact list, communication protocols, budget tracking and invoicing procedures. The PMP
will be amended for each specific task order and will include the following:
Project Overview and Objectives
Project Scope, Requirements, and Deliverables
Project Team Roles and Responsibilities
Project Budget
» Schedule and Key Milestones
Quality Control Approach
MARK THOMAS ON -CALL ENGINEERING SERVICES
Page 12 City of Santa Ana
