Once a project is identified, the Ardurra team can prepare a <br />detailed scope, schedule, and fee. <br />Below is a sample scope and schedule for a City of Santa Ana <br />project involving improvements to Mile One Street — widening for <br />approximately 1000' on one side of the street to accommodate a <br />new bicycle lane. Mile One Street is classified as a major arterial <br />highway with an existing right-of-way of 120 feet, which can <br />accommodate the proposed widening. The roadway has three (3) <br />traffic lanes of 12', 10' and 11' in each direction with a 14' wide <br />existing median. Work consists of street rehabilitation, bicycle <br />lane and sidewalk replacement and a landscaped parkway. The <br />intersections at each end of the project have been improved as <br />part of a separate project, therefore, the proposed project will join <br />the existing BCRs/ECRs at the intersections. <br />PHASE 1: PRELIMINARY ENGINEERING <br />Research and Field Review <br />A thorough search of the available records will be conducted to <br />acquire relevant data to assist in the design of the project. The <br />information accumulated will include as -built drawings, utility <br />information, and horizontal and vertical control data. <br />The project team will review the project in the field and take <br />photographs of potential problem areas or items that need special <br />attention. Particular emphasis will typically be given to identifying <br />areas where existing improvements are in a deteriorated <br />condition, pose a significant design constraint or could be <br />impacted by the widening (utilities, walls, structures, driveways, <br />etc.). <br />Utility Coordination <br />Information will be collected from all the utility companies. <br />Coordination with the utilities will continue throughout the design <br />of the project. A copy of the utility file will be provided to the City. <br />For this project we have assumed no utility potholing will be <br />required. <br />Survey <br />The Ardurra team will provide the necessary ground survey <br />information required to design the project including topographical <br />features and cross-section data. Cross -sections will be taken at <br />25-foot intervals for the length of the project from right-of-way to <br />right-of-way. Additionally, we are proposing aerial mapping be <br />performed for use as the base map to minimize survey costs. <br />Geotechnical Investigation <br />Perform review of available geotechnical data on and adjacent to <br />the site. Geologic reconnaissance of the site to establish location <br />and accessibility of planned cores and identify any localized failed <br />pavement areas. Mark boring locations and notify Underground <br />Service Alert 72 hours in advance of drilling. <br />Obtain any necessary (no fee) permits from the City of Santa <br />Ana, Because Mile One Street is a major arterial highway, we <br />have assumed that traffic control will be necessary, but a Traffic <br />Control Plan will not be required. It is assumed that traffic control, <br />per the WATCH Manual or MUTCD, would be sufficient for our <br />investigation. <br />Coring of the existing pavement at twelve (12) locations (6 <br />in each direction of travel) to approximately 2 to 5 feet below <br />existing pavement grades to determine existing pavement <br />and base thickness, general subsurface conditions, and to <br />delineate any other soil parameters that may affect the proposed <br />rehabilitation project. We will obtain representative bulk samples <br />of the excavated matierials from selected borings and relatively <br />undisturbed samples will be obtained at subgrade and two to <br />three feet below subgrade. Upon completion, each of the borings <br />will be backfilled with the native materials from the boring, and <br />patched with cold patch asphalt, as necessary to match existing. <br />We have assumed that the drilling operations can be completed in <br />two (2) days. <br />Appropriate laboratory testing including determination of <br />classification, natural moisture content of soils, field densities of <br />undisturbed samples, laboratory maximum densities, corrosive <br />characteristics and 'R" value of soil and bedrock materials <br />encountered, as necessary. <br />Prepare a single Geotechnical Investigation Report for the subject <br />portion of existing street addressing the geotechnical parameters <br />outlined above and including log of the borings, the laboratory <br />test results, and recommendations for new asphalt pavement <br />construction and pavement rehabilitation. <br />Alternative preliminary pavement strategies will be developed <br />consisting of varying methods of constructing the improvements <br />(overlay, total reconstruction, pavement fabric, asphalt rubber, <br />etc.). A matrix will be prepared for each alternative comparing the <br />advantages, including cost, impacts to existing improvements, <br />duration of construction, and traffic control requirements. <br />Preliminary Design <br />The preliminary design phase will include the following tasks: <br />■ Attend project scoping meeting with City Staff to review <br />project concept. <br />■ Develop up to 2 additional alternatives that incorporate the <br />City's Complete Streets policy. <br />■ Prepare concept plans for plantings in the street parkway. <br />The concept plans will be rendered colored plans and profile <br />views of the proposed new plantings. A plant materials <br />palette will accompany the concept plans. <br />■ Prepare Preliminary Design Report (PDR) that provides <br />alternative analysis, recommendation for preferred <br />alternative and preliminary cost estimate. <br />We have assumed that the preferred alternative conceptual plan <br />will constitute the 30% design level. <br />City of Santa Ana I March 14, 2023 <br />On -Call Engineering Services, RFP No.23-030 <br />/\/ARDURRA <br />
