<br />William "Bill" McKinney, PLS is your Land Surveying Lead. For more
<br />49 than 50 years, he has successfully completed all manner of topographic and
<br />boundary surveys, American Land Title Association (ALTA)/American
<br />Congress on Surveying and Mapping (ACSM) land title surveys, lot line
<br />adjustments, legal descriptions and plats for easements and dedications, and
<br />tentative and final parcel maps, and resolves boundary and right-of-way
<br />Availability discrepancies. He continues to develop skills using the latest survey
<br />equipment including total stations and, more recently, aerial drone surveying.
<br />50% Bill has been the Survey Supervisor for construction staking of roads and
<br />highways, bridges, buildings, underground piping, and utilities for commercial
<br />and residential properties as well as public and private development.
<br />Nan Jia, PE, QSD/P is your Environmental Support Lead. She has six
<br />years of experience in environmental engineering, which includes technical
<br />report writing, preparing compliance documents, database management,
<br />Municipal Separate Storm Sewer System (MS4) Program Effectiveness
<br />Assessment Annual Reports, industrial/commercial and Construction/Industrial
<br />General Permit (CGP/IGP) inspections, and leading water quality data studies,
<br />Availability such as pollutant load analysis for runoff diversion project and BMP
<br />effectiveness studies. Nan is a former OCPW National Pollutant Discharge
<br />70% Elimination System (NPDES) Compliance Apprentice, where she helped
<br />reviewed Water Quality Management Plans (WQMPs) and created an
<br />inventory on OC Stormwater Tools.
<br />Angelique Silvestre, ENV SP is your Grant Writing Lead. She has three
<br />years of experience providing a deep bench of roadway, utility, geometry,
<br />subdivision, site development grading, drainage, sewer, water, and storm
<br />drain projects. Because of Angelique's background in designing civil
<br />engineering projects requiring funding, her invaluable assistance on grant
<br />`� applications has resulted in over $10 million in funding for public agencies.

<br />John Rosolanka is your Construction Management Lead. He has 27
<br />toyears of experience both as a Contractor Construction Manager and Public
<br />Works Inspector for highway and roadway projects, underground utilities, and
<br />facilities. John is familiar with the California Department of Transportation
<br />(Caltrans), American Public Works Association (APWA), and American Water
<br />Works Association (AWWA) standards, and is a certified inspector in concrete
<br />soils and testing, reinforced concrete, and masonry. His typical duties include,
<br />Availability but are not limited to, inspection of various work activities such as traffic

<br />paving, minor concrete, structural concrete, water lines, sewer lines, system
<br />testing, disinfection and flushing, pump stations, sewer lift stations, Americans
<br />with Disabilities Act (ADA) ramps, sidewalks, parkways, driveways, raised
<br />medians, side panels, traffic signals, street lighting, reclaimed water lines,
<br />landscape, irrigation, hardscape, facilities, retaining structures, and safety.
