<br />On -Call Engineering Services (RFP No. 23-030)
<br />Steven Bell, PE, ENV SP, CFM, QSD is your Project Manager, and
<br />specializes in hydrologic and hydraulic studies and modeling. He has 18
<br />years of specialized experience in civil design, project management, and
<br />water resources engineering. He is well -versed in numerous hydrologic,
<br />hydraulic, sediment transport, distribution, and water quality models including,
<br />but not limited to EPA-SWMM, EPANET, HEC-HMS, HEC-RAS, HEC-SSP,
<br />MODRAT, XP-SWMM, and XP-WSPG. He has also developed his own
<br />Availability stormwater modeling and basin routing tools using mass balance and
<br />70% spreadsheet models to better inform clients about the movement of water
<br />throur.,.h,their basins and drains. This versatility in modeling has been a
<br />valuable asset in calculating flows for storm drains, water mains, and
<br />pipelines; installing water well pumps, mechanical piping, and electrical
<br />controls; improving catch basins, curbs, gutters; designing diversion systems,
<br />green streets, medians, and parks with multi -benefit enhancements; and
<br />measuring water quality volumes and pollutants for creeks, basins, and
<br />channels.
<br />Vik Bapna, PE, ENV SP, CPSWQ, QSD/P is your Quality
<br />Assurance/Quality Control (QA/QC) Manager, and the associate in
<br />charge should the proposed Project Manager become unavailable. As a
<br />former managing civil engineer at Los Angeles County Public Works
<br />(LACPW), he has more than three decades of experience in the planning,
<br />design, and construction of more than $1 billion worth of civil engineering
<br />projects, ranging from Availability Managementsingle-lot P acti a (BMP)oprects wi h multiple stakeholde s. Vik was
<br />t
<br />30% responsible for developing the award -winning Sun Valley Park Water Quality
<br />and Groundwater Recharge project — the region's first urban watershed plan
<br />that addressed flood protection, water quality and habitat enhancements, and
<br />creation of open space and recreational opportunities.
<br />4DTommy Muttaraid, PE, TE is your Structural Design Lead. He has over
<br />two decades of experience in structural design emphasizing in concrete and
<br />steel structures, and project management. Tommy's project experience has
<br />included, but is not limited to, structural calculations for underground pump
<br />stations, single -span bridges, concrete crib walls, soldier beam seawalls,
<br />retaining wall systems with single tiebacks, steel canopies, partially -closed
<br />Availability structural steel crane bays, stairway systems inside parking structures and
<br />20% commercial buildings, and wood tower structures.
<br />Dr. Narasimha "Murthy" Murthy, TE is your Transportation/Traffic Lead.
<br />He has more than three decades of experience in transportation engineering,
<br />planning, and traffic engineering, including Intelligent Transportation Systems
<br />(ITS). He provides multi -modal analyses, transit corridor studies, traffic
<br />simulations, light rail transit analyses, and much more, to assist clients in
<br />developing solutions to complex traffic engineering challenges. In addition to
<br />Availability his technical engineering abilities, Murthy has contributed to a myriad of
<br />professional publications, given expert lectures, and participated in
<br />80% conferences regarding the current state, and the future, of transportation
<br />engineering both nationally and internationally.
