City of Santa Ana <br />On -Call Engineering Services (RFP No. 23-030) <br />Scope of Services <br />Project Management <br />The services provided for each Task Order will vary according to the needs of the City; no two <br />tasks will be alike. However, one similarity shared by each task will be the need to perform <br />Project Management. Through our Project Management process, we will be able to understand <br />the needs of each Task Order. <br />CWE implements project management through a combination of administrative steps and <br />procedures to assure project scope and objectives are met on time and within budget. Project <br />management elements are characterized by frequent client communication, project team <br />coordination, decision documentation, and multi -step quality control. CWE will work with the <br />project team to determine the best approaches to communication, working through design <br />concerns, and providing timely responses. CWE has used this management program with great <br />success on many project types and sizes. CWE has received numerous letters of <br />commendation from satisfied clients attesting to the success of our project management <br />program. <br />Project Management Plan <br />The first task will be to prepare a Project Management Plan to map out the purpose, scope, <br />objectives, schedule of deliverables, and budget for each task. The Project Management Plan <br />will be detailed and include information and coordination planning with other agencies to ensure <br />compliance and completion of the plan, specifications, and estimate packages. The Project <br />Management Plan will include all milestones and task breakdowns for each of the tasks and <br />subtasks. The Project Management Plan will be submitted to the City's Project Manager for <br />review within 15 calendar days of the issuance of the Notice to Proceed (NTP) on a given task. <br />QA/QC Plan <br />All work performed by the CWE team will be conducted using our thorough, proven Quality <br />Management Process (QMP). The QMP ensures that quality work products and services are <br />delivered to our clients on a consistent basis. The QMP is the essential foundation for the <br />execution of any CWE project, and it consists of two parts: Quality Assurance and Quality <br />Control. <br />➢ QA consists of the written procedures that drive quality. Specific procedures start with a <br />joint City and CWE project kick-off meeting to verify everyone understands the intent, <br />objectives, tasks, budgets, schedules, milestones, and deliverables; the kick-off meeting <br />also identifies the individuals who are responsible for implementing each part of the <br />work. The QA procedures also require a standardized checking process, including <br />technical reviews. <br />➢ QC is the system for verifying that the quality assurance procedures are actually being <br />implemented. Quality control activities are the actual checking and validation of the work <br />product at every stage of its development. These critical activities include internal <br />quality control reviews by senior experts; they also include a rigorous cross-checking <br />process for making sure that all comments, revisions or corrections to any contract <br />-12- <br />CW® <br />
