1 City of Santa Ana <br />On -Call Engineering Services (RFP No. 23-030) <br />Throughout the design process, we will monitor project progress, maintain project files, and <br />control the quality of the work performed either by us or our sub -consultants. We have <br />consistently produced a professional -level quality of work product, and we will continue to do so <br />for the City. <br />This is our approach for a standard Design -Bid -Build project that we feel would be typical of the <br />type of projects undertaken by this contract. We have also worked on Design -Build projects and <br />Progressive Design -Build projects. These two approaches could be considered for projects and <br />CWE could assist the City with the project management aspect of these approaches. <br />Areas of Service <br />Civil Design <br />CWE, along with our teaming partners, can provide almost any type of civil design service for <br />the City. Typical approaches for specific areas of service including water, sewer, storm drain, <br />street, sidewalk, bike path, and sustainable infrastructure design are included in the subsections <br />below. <br />Water and Sewer Infrastructure Design and Rehabilitation <br />Water and sewer design and rehabilitation projects will include all connections and <br />appurtenances (restraints, stub outs, fire hydrants, air relief valves, isolation valves, services, <br />etc.) as required to make the connection at the selected points. Designs may include both <br />open -cut and horizontal directional drilling for service laterals on side streets. Construction <br />drawings will indicate existing easement areas, check valves, shut-off valves, directional drilling <br />launch pit locations, air release valves, vaults, and stub out for future use as directed by the <br />City. Directional drilling will be for private service connections and should only require <br />permission from the resident to finalize the household connection. We have assumed all <br />coordination with the residents will be performed by City staff. <br />Water and sewer design and rehabilitation may also include evaluations, studies, and <br />recommendations related to water wells, reservoirs, water treatment systems, disinfection <br />systems, pressure control systems, and sewage lift stations. These studies may take the form <br />of a water and sanitary sewer system master plan, or other similar planning document. A Water <br />and Sanitary Sewer System Master Plan provides the City with a tool for planning water and <br />sanitary sewer collection system infrastructure improvements. The primary purpose of the <br />Master Plans is to evaluate the capacity of the City's existing infrastructure under current <br />conditions and plan for the capacity required by future conditions associated with anticipated <br />development projects. To analyze the impacts of existing and future water and sewer flows, a <br />numerical hydraulic model needs to be developed. <br />To fully assess existing conditions and plan for the future capacity needs of the system, future <br />flow estimates should incorporate the changes in demand and flows that would be generated by <br />anticipated development and the additional water that enters the sewer system from <br />storm -related events, and losses from the aging water infrastructure. This would require <br />hydraulic modeling of the water distribution and sewer collection systems, which CWE has the <br />capability and experience to perform. <br />15 GE <br />
