City of Santa Ana <br />On -Call Engineering Services (RFP No. 23-030) <br />under the project management task. Progress reports will be submitted monthly in electronic <br />format indicating achievements and project schedule progress. <br />General Scope of Services <br />CWE's approach for completing project assignments will use City and appropriate local design <br />criteria and standards as a basis. Our work effort may vary from preparing studies or <br />quantity/cost estimates to preparing construction bid documents. We have outlined our <br />approach to completing a street improvements design project below based on construction <br />documents; however, studies would be similar for the first steps of this process. Our team has <br />successfully used this approach on projects involving public infrastructure facilities for all our <br />clients. CWE's approach is straightforward and has been tried and tested on many past <br />projects. <br />1. Initial (Kickoff) Meeting - Intended to discuss the project issues and goals of the <br />project/task order <br />2. Preliminary Investigation <br />a. Utilities — research existing records of utility companies and agencies and <br />coordinate the proposed improvements with existing field conditions. <br />b. Environmental — conduct an environmental assessment for each project to <br />evaluate compliance with CEQA and/or the National Environmental Protection <br />Act (NEPA), if necessary. <br />c. Survey — provide field survey and topographic work to complete the design effort. <br />3. Conceptual Design — 30% conceptual design drawings and preliminary estimate <br />(preliminary design report if needed). <br />a. Identify any right-of-way needs. <br />b. Identify any utility relocations. <br />c. Identify any environmental concerns <br />d. Identify any budget concerns <br />4. Plans, Specifications, & Estimate — Prepare construction documents at the 30%, 60%, <br />and Final design level. Upon approval, all original plan sheets, the title sheet of the <br />specifications, calculations, and reports will be signed and stamped by a California <br />licensed professional engineer in responsible charge of the work. <br />a. Plans will be plotted on bond or vellum paper if requested, though we understand <br />the City may opt to receive only PDF versions of the plans for reviewing <br />purposes. Plans will be completed per the City of Santa Ana CADD Standards <br />and any special provisions thereof. <br />b. Specifications will be prepared in Microsoft Word, and an electronic copy of the <br />final version will be furnished to the City. It is understood that the City will <br />provide the specification boilerplate to CWE. <br />5. Bid Assistance —Assist the City with bidder inquiries, Requests for Information (RFI), <br />assist with any bid addendums, and assist with bid tabulation. <br />6. Construction Assistance — Assist with responding to RFIs, review of submittals, assist <br />with field issues, and prepare as -built drawings, if included in the project scope. <br />GE-14- <br />
