City of Santa Ana On -Call Engineering Services (RFP No. 23-030) The goal of CWE pre -construction services will be to establish smooth and successful construction management services processes and communication channels. This includes commitment of the key personnel who have previously worked together in successful delivery of such services. The CWE Team brings a wealth of construction management experience and expertise. CWE Team senior staff includes Resident Engineers and Office Engineers, and is well versed in the challenges of construction of public works projects, such as safety, outreach, traffic control, utilities, site constraints, materials testing and inspection. In performing the construction management and inspection services, CWE will be an integral part of the City's project team,., raring your mission, goals, and commitment of successful project completion. The systems and procedures CWE will employ in providing the construction management services have been successfully used in the completion of projects similar in nature to those planned by the City. CWE Resident and Office Engineers will review the Contractors' schedule, traffic control plan, safety plan, and SWPPP, and manage the entire process through the use of a Program Controls/Electronic tracking system (PCS). Our review takes into account their safety, access, and viability for each construction phase. CWE' Resident and Office Engineers are familiar with Federal Highway Administration (FHWA) requirements, and have implemented them on CWE construction management projects. For those City projects that are federally funded, we will set up the project documentation consistent with the federal requirements prior to the project start, and then implement and adhere to them during construction. The PCS will also help manage contract/construction documents, agency coordination, Critical Path Method (CPM) schedule variations, monthly updates, daily inspections, submittals, RFIs/NCRs/change orders, and progress payments. Construction Inspection CWE can provide a full-time inspector throughout the construction phases of the project. CWE will develop a quality control plan at the beginning of the project, in which all the forms related to Quality Control will be identified and procedures for completing the forms will be included. Tasks may include daily inspection logs and photos; daily safety and manpower monitoring; reviewing materials submittals; coordination of inspections; material testing and coordination; as -built maintenance, punch lists and closeouts. CWE will coordinate and negotiate with all third -party stakeholders, including but not limited to, utility owners and private property owners, in addition to contractor personnel and specialty subconsultants. CWE's inspection and resident engineering services include complete management and coordination of the site, project, and schedule. Any and all project related matters will be handled by CWE inspection and resident engineer personnel efficiently and expeditiously. Document control, document management, and daily/weekly reporting to the City will ensure that all decisions are handled according to the proper chain of command and oversight. Our construction management personnel have tried and tested stop -work authority and will keep the City apprised as to what is going on (and why) regularly.
