_ City of Santa Ana On -Call Engineering Services (RFP No. 23-030) ➢ First draft application sent to City project participants (anticipate it will include narratives, graphics, maps/figures, costs, and implementation schedule) ➢ City sends consolidated list of comments on first draft application ➢ Conference call to discuss comments, next steps, and additional data needs ➢ Second draft application sent to City project participants (if time permits, as funding deadlines are sometimes quick) ➢ City sends consolidated list of comments on second draft application ➢ Second draft conference c g'(if needed) ➢ Prepare final application and perform quality assurance and control check to ensure the grant application include all required components. ➢ Submit application package to City and grant agency electronically or by hard copies. When submitting with hard copies, the application will be finalized at least three days prior to the deadline, to accommodate printing and mailing time. ➢ Respond to grant agency follow-up requests Financial and Economic Consulting Engineering Financial and economic consulting engineering will include financial and cash flow analysis for public works programs. Tasks will also include assessment and district formation services. Our team has experience performing this work on behalf of public works clients. Construction Management Support These services will involve the work necessary to assist the City in the analysis of the awarded contractor's bid; develop a project -specific control management plan; review the project plan and coordinate with stakeholders, facility users and contractors; coordinate with general contractor or design -build contractor for the procurement of long -lead items and inspection plan for the fabricated items. Our involvement in the review of the schedule and construction phasing and staging plans can improve coordination between projects and minimize overall construction durations. This includes a review of specific construction performance requirements for lane and ramp closures and for coordination with adjacent projects. In addition to review of the existing plans, specifications, and schedule for the construction, CWE looks for value engineering opportunities. Design adjustments, material uses, construction method alternatives, and staging/phasing variations are just a few facets that CWE explores when looking to deliver a value engineered project. Inherent to this outlook is scrutinizing the project schedule and performing independent cost estimates and reviews. We also take control of the document control process to ensure all Non -Conformance Reports (NCRs), RFls, schedule updates, progress payments, and all other relevant action items are dealt with efficiently and correctly. Looking for cost savings is not mutually exclusive from smooth delivery nor claims mitigation.
