_ City of Santa Ana <br />On -Call Engineering Services (RFP No. 23-030) <br />➢ First draft application sent to City project participants (anticipate it will include narratives, <br />graphics, maps/figures, costs, and implementation schedule) <br />➢ City sends consolidated list of comments on first draft application <br />➢ Conference call to discuss comments, next steps, and additional data needs <br />➢ Second draft application sent to City project participants (if time permits, as funding <br />deadlines are sometimes quick) <br />➢ City sends consolidated list of comments on second draft application <br />➢ Second draft conference c g'(if needed) <br />➢ Prepare final application and perform quality assurance and control check to ensure the <br />grant application include all required components. <br />➢ Submit application package to City and grant agency electronically or by hard copies. <br />When submitting with hard copies, the application will be finalized at least three days <br />prior to the deadline, to accommodate printing and mailing time. <br />➢ Respond to grant agency follow-up requests <br />Financial and Economic Consulting Engineering <br />Financial and economic consulting engineering will include financial and cash flow analysis for <br />public works programs. Tasks will also include assessment and district formation services. Our <br />team has experience performing this work on behalf of public works clients. <br />Construction Management Support <br />These services will involve the work necessary to assist the City in the analysis of the awarded <br />contractor's bid; develop a project -specific control management plan; review the project plan <br />and coordinate with stakeholders, facility users and contractors; coordinate with general <br />contractor or design -build contractor for the procurement of long -lead items and inspection plan <br />for the fabricated items. Our involvement in the review of the schedule and construction <br />phasing and staging plans can improve coordination between projects and minimize overall <br />construction durations. This includes a review of specific construction performance <br />requirements for lane and ramp closures and for coordination with adjacent projects. <br />In addition to review of the existing plans, specifications, and schedule for the construction, <br />CWE looks for value engineering opportunities. Design adjustments, material uses, <br />construction method alternatives, and staging/phasing variations are just a few facets that CWE <br />explores when looking to deliver a value engineered project. Inherent to this outlook is <br />scrutinizing the project schedule and performing independent cost estimates and reviews. We <br />also take control of the document control process to ensure all Non -Conformance Reports <br />(NCRs), RFls, schedule updates, progress payments, and all other relevant action items are <br />dealt with efficiently and correctly. Looking for cost savings is not mutually exclusive from <br />smooth delivery nor claims mitigation. <br />
