<br />and Elements Architecture. Below are firm profiles for the subconsultants.
<br />CASC provides a wide range official and office surveying services to facilitate projects through all phases. Frcr ntnght-of-
<br />way mapping to initial monument surveys; from topographic mapping to legal descriptions and map checking; from
<br />E^.�^•^^^«^^��^ ��^= construction staking to as -built surveys. CASC provides on -call services to several agencies in Orange County including the
<br />Orange County Water District, the South Orange County Community College District, and Santa Ana Unified. School District.
<br />David Volz Design, in business since 1997, has provided supported several Santa Ana improvements including Santiago
<br />Gas House Park space and Centennial Dog Park concept development, OVD has a design resume that includes hundreds
<br />of great public parks. Recent park and public landscape projects for Santa Ana include Santiago Park Gas House Area
<br />reconfiguration,
<br />STC Traffic, Inc. (STC) is a full -service traffic engineering, transportation planning, and traffic systems and operations
<br />consulting firm founded in 2007. Servicing nearly two -dozen on -call contracts for agencies throughout Southern California,
<br />F`O municipal engineering is STC's specialty. Local Orange County experience includes an On -Call Traffic Engineering and
<br />Transportation Planning Services contract with the City of Aliso Viejo.
<br />® Puzzullo Consulting Mr. Puzzullo has been providing professional construction services as a licensed general contractor
<br />and construction manager for over 44 years with extensive experience in construction cost estimating and CPM scheduling.
<br />Cost estimating scopes of work include all design disciplines and trades in a level of detail typical of a general contractor
<br />bidding the project and basing the bid on the maximum amount of information that can be extracted from preliminary,
<br />intermediate, and final levels of design development.
<br />Founded nearly 30 years ago, Elements Architecture, provides expert architectural, planning, and interior design for local
<br />agencies such as the City of San Juan Capistrano, the City of Laguna Niguel, and the Roseville Electric Utility Operations
<br />Center. Recent local projects including a free-standing restroom building at Bear Brand Park, and new roof assemblies at
<br />Fr EnsFvis the San Juan City Hall complex.
<br />Evan Brooks Associates (EBA) has secured $2 billion in grant funding for cities, counties, and public agencies throughout
<br />the Western United States — including California. Funding sources include Rebuilding American Infrastructure with
<br />Sustainability and Equity (RAISE), Highway Safety Improvement Program (HSIP), Active Transportation Program (ATP),
<br />Sustainable Communities, Local Partnership Program (LPP), Transit and Intercity Rail Capital Program (TIRCP), Habitat
<br />Conservation Fund (HCF), and Jobs Access and Reverse Commute (JARC), to name a few. EBA assisted the Citythrough the
<br />environmental review and interagency coordination involved for the Santa Ana Garden Grove Fixed Guideway /Streetcar)
<br />Project (2013-2014) and is an approved bench consultant on the City's On -Call Environmental and Planning Services (since
<br />2017), in which EBA was tasked with preparing the environmental initial study for the development of the Tustin Avenue
<br />Retail Project (2018).
<br />UNDERSTANDING OF THE NEED
<br />Kleinfelder understands the City is seeking a qualified firm to provide engineering services on an as -
<br />needed basis to support existing and future waterand sewer infrastructure design and rehabilitation
<br />improvements, storm drain improvements; sidewalks, bike paths, curb and gutter replacement; slurry
<br />seal of residential streets; repair and overlay of asphalt concrete and/or PCC streets; signing, striping,
<br />neighborhood traffic studies, traffic signal modifications; landscaping and irrigation systems; park and
<br />recreational design, grant application writing, and other related projects as required. On occasion,
<br />environmental and planning support services may also be requested. It is also understood that the
<br />City may also need consultant services for mapping and legal description preparation, construction
<br />management, staking and inspection, geotechnical, electrical, mechanical, structural, and other
<br />specific infrastructure related services.
<br />As project requirements are established, the City will authorize individual task orders. In general, work
<br />consists of general engineering design projects that falls within four broad categories as indicated in
<br />the City's CIP and outlined below:
