City of Santa Ana I On -Call Engineering Services <br />RFP NO.: 23-030 <br />VALUE ENGINEERING, LIFE CYCLE COST ANALYSIS, AND BID ALTERNATE DESIGNATION <br />IDS performs in-house cost estimates to identify <br />opportunities for alternate bids that will provide <br />flexibility for our clients as they balance between <br />the project scope for construction and the cost <br />of construction. <br />The first path to value engineering savings is <br />constructability. Our construction cost estimator <br />provides an internal constructability review. <br />which will allow the design team to eliminate <br />scope that will later prove to be impractical to <br />build and therefore costly. <br />The second path to value engineering is the <br />search for alternates that provide nearly equal <br />performance at less initial cost. When considering <br />these initial cost savings, IDS provides a life <br />cycle cost analysis of the alternatives so that our <br />clients can make informed choices. <br />Value Engineering Project Example: The City of Rancho Santa <br />Margarita City Hall and Bell Tower Regional Community Center <br />required repairs due to water intrusion. IDS was retained as the <br />architect of record (AOR) for the project. The initial cost estimates <br />indicated that the project would come in significantly over budget. <br />IDS value engineered portions of the work with alternative designs <br />and determined constructability savings for the city. Prior to bidding, <br />IDS identified add alternates in the bid documents. The project was <br />on a $1,800k construction cost trajectory, however, due to the IDS <br />team's value engineering efforts, the City awarded a contractor who <br />bid of $1,450k. <br />APPROVALPROCEDURE <br />Effective construction management requires accurate and thorough communication and documentation <br />management. IDS will serve as the communications liaison between the City's staff and the project <br />contractor. We will provide field support to assist in an expedited review of construction -related issues <br />such as Requests for Information (RFI), Submittals, Quality Control deficiencies and Change Orders. <br />We will focus on adherence to formal procedures for logging, reviewing, processing, and expediting <br />approvals. <br />e. Willingness to Comply with Agreement Terms <br />IDS' Associate Principal / Civil Project Manager, Adrian Anderson and Principal, Said Hilmy have <br />reviewed the sample master agreement.
