EMS CONSULTING SERVICES I CITY OF SANTA ANA <br />SECTION THREE -EMS SYSTEM VALUATION <br />Task 3-A: Cost Recovery <br />Triton will develop a thorough valuation analysis of the current system including insured and <br />non-insured payer mix categories to determine the maximum value of the emergency medical <br />services (EMS) system in Santa Ana. Triton will also evaluate the current Santa Ana ambulance <br />transport rates and compare them to a contemporary dollar figure and calculate the potential <br />revenue. The valuation will analyze the federal reimbursement programs available and provide <br />estimates for the Public Provider Ground Emergency Medical Transport (PP-GEMT) program. A <br />first responder fee analysis for the first response Advanced Life Support (ALS) resources provided <br />by OCFA will be performed as an option for the City to explore. <br />• Determine payer mix and collection rates <br />• Analyze current fees compared to contemporary fee structure <br />• Funding, fees, taxation, other financial resources, and collection rates <br />• Analyze the reimbursement programs available and provide estimates for the PP-GEMT <br />program <br />• Based on the current Maximum ALS Paramedic Assessment and Transport Rate for OCFA <br />Jurisdictional Areas, AP Triton will analyze the potential revenue of First Responder Fees: <br />• At the current Maximum ALS Paramedic Assessment and Transport Rate, and then <br />projected increases at 10% and 20% of the current rate. <br />• To fully comply with Prop 26, a detailed First Responder Fee Study will be necessary. A <br />full scope of work and pricing will be included upon request. <br />SECTION FOUR -EMS SYSTEM DELIVERY MODELING <br />Task 4-A: EMS Transport Service Deployment Model <br />Triton will develop a deployment model to provide the dedicated number of ambulances and <br />unit hours need for the City to accomplish its response time objectives. Unit hour needs will be <br />calculated based on hour of the day and day of the week. This will include a cost/revenue <br />analysis based on data provided by the City and OCFA and others. This will consist of, but is not <br />limited to: <br />Startup costs <br />Insurance rate payer mix <br />}�• Collection rates <br />JI\AP TRITON - <br />Billing costs <br />First responder fees <br />Transport fees <br />71 <br />
