Authorize the City Manager to execute a Memorandum of Understanding with the <br />Confidential Association of Santa Ana ("CASA") regarding wages, hours, and other <br />terms and conditions of employment effective July 1, 2022 through June 30, 2025 <br />and authorize non -substantive changes which may be necessary to implement the <br />agreement; and <br />2. Approve a Resolution updating the salary schedule for associated unrepresented <br />classifications. <br />DISCUSSION <br />The City recently reached a tentative agreement with CASA on a three-(3) year <br />successor Memorandum of Understanding ("MOU") effective July 1, 2022 through June <br />30, 2025. The tentative agreement has been ratified by CASA membership. The major <br />provisions of the agreement include: salary increases of three percent (3%) effective the <br />first full pay period following July 1, 2023, three percent (3%) effective the first pay <br />period following City Council approval of the MOU, and three percent (3%) in July 2024; <br />providing a one (1) time lump sum payment of three thousand three hundred dollars <br />($3,300) effective the first full pay period following City Council approval of the MOU; <br />recognizing Cesar Chavez holiday; winter holiday closure language; increasing City <br />medical contributions by one hundred dollars ($100) per month effective the first full pay <br />period following City Council approval of the MOU, fifty dollars ($50) per month in <br />January 2024, and fifty dollars ($50) per month in January 2025; and City contribution of <br />one percent (1 %) to employees' retirement health savings accounts. <br />Notably, at staff recommendation, the parties agreed to provide eligible employees with <br />up to eight (8) weeks of City (employer) -paid parental leave for the birth, adoption, or <br />foster of a child.
