<br />Page | A-3 <br /> <br />MCFADDEN AVENUE PROTECTED BIKE LANE AND <br />BICYCLE BOULEVARD PROJECT <br />CITY OF SANTA ANA <br /> FONG-PING LEE, PE, TE <br />TRAFFIC ENGINEERING <br />EDUCATION Fong-Ping founded FPL in 1988 and has since grown FPL to become <br />a go-to local firm for traffic and civil engineering services in Southern <br />California. Fong- Ping has led FPL to specialize in projects under the <br />jurisdiction of the City of Los Angeles (LADOT, BSL, BOE, LADWP, <br />and BSS). Fong-Ping has a diverse background in traffic engineering <br />design, civil engineering design, and transportation planning. He <br />personally oversees all traffic studies. <br />EXPERIENCE <br />METRO Airport METRO Connector (AMC) Station, Los Angeles <br />| FPL PRINCIPAL-IN-CHARGE; the proposed project will create the <br />long-sought rail link to LAX by connecting the Green and Crenshaw <br />lines to a future automated people mover currently under <br />construction by Los Angeles International Airport (LAX). FPL is <br />responsible for all off-site civil and traffic engineering design. Design <br />challenges have included supporting LADOT with the development <br />of a concept of the multi-use path (to be shared by pedestrians and <br />bicyclists) for internal coordination at LADOT. Since LADOT did not <br />have design criteria for a multi-use path prior to this project, FPL <br />worked closely with LADOT to develop “Ride Slow” pavement <br />markings that obtained consensus within LADOT, including LADOT’s <br />bicycle group – the first of these kinds of markings in the City of Los <br />Angeles. <br />METRO Rail to Rail Active Transportation Corridor (ATC) – <br />Segment A, Los Angeles | FPL PRINCIPAL-IN-CHARGE; the 5.6- <br />mile ATC connects the future Crenshaw/LAX Line (Fairview Heights <br />Station) to the I-110 / Silver Line (Slauson Station) and the Blue Line <br />(Slauson Station). The project includes the development of a 12’ <br />wide bicycle path, 7’ wide pedestrian path, and buffer, converting <br />abandoned railroad tracks and separating vehicular traffic on <br />Slauson Avenue from the active transportation paths, through the <br />heart of South Los Angeles. FPL is responsible for the civil and traffic <br />engineering design of over 20 intersections that requires approval <br />from City of Los Angeles agencies that include BOE, LADOT, and <br />BSL. FPL initially prepared preliminary engineering documents, was <br />then tasked with preparing final construction documents, and is now <br />preparing worksite traffic control plans to aid in construction of the <br />project. Fong-Ping has overseen FPL’s role evolve from supporting <br />METRO to meet internal and funding deadlines, to switching gears <br />to perform final design once the decision was made to deliver the <br />project as a design-bid-build project. <br />Overall Municipal “On-Call” Experience | PROJECT MANAGER / <br />PRINCIPAL-IN-CHARGE; under Fong-Ping’s leadership, FPL has <br />provided “on-call” traffic and civil engineering services as a prime <br />consultant for the Cities of Mission Viejo, Irvine, Huntington Beach, <br />Santa Ana, and Downey, as well as the County of Los Angeles and <br />the Los Angeles Unified School District (LAUSD).
