Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 11 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />August 15, 2023 <br />TOPIC: Prison to Employment Program <br />AGENDA TITLE <br />Agreement with the State of California Workforce Development Board for the Prison to <br />Employment (P2E) 2.0 Grant <br />RECOMMENDED ACTION <br />Authorize the City Manager or designee to execute an agreement with the State of <br />California Workforce Development Board for the Prison to Employment 2.0 Grant, for a <br />term from August 16, 2023 through December 31, 2025, in an amount not to exceed <br />$927,341.16, subject to non-substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />Since 2018, the California Workforce Development Board (CWDB), the State of <br />California’s agent for the oversight and continuous improvement of California’s <br />workforce development system, has engaged in a formal partnership with the California <br />Department of Corrections and Rehabilitation (CDCR) and California Prison Industry <br />Authority (CalPIA) with the goal of improving labor market outcomes of the state’s <br />justice-involved and formerly incarcerated populations. <br />The CWDB is providing State general funds for the implementation of regional programs <br />to serve the formerly incarcerated and other justice-involved individuals in California. <br />This funding is referred to as the Prison to Employment (P2E) 2.0 grant. The <br />Corrections-Workforce Partnership, which is a multi-agency effort, seeks to provide the <br />state’s 15 Regional Planning Units (RPUs) with resources that will enable them to better <br />serve this population by fostering partnerships between RPUs, CDCR reentry service <br />providers, CDCR Division of Adult Parole Operations, CDCR Division of Rehabilitative <br />Programs, county probation departments, employers, and community-based <br />organizations (CBOs). The Prison to Employment (P2E) 2.0 program is intended to <br />support regional efforts, and provide resources for direct employment and supportive <br />services to the formerly incarcerated and other justice-involved individuals <br />P2E 2.0 funds were awarded to the Orange RPU. Serving 34 cities and multiple large <br />unincorporated areas in Orange County, the Orange RPU collaborates with partners to <br />build on the region’s strengths, address challenges, and expand opportunities for <br />community members and businesses that fuel economic vitality.
