Prison to Employment Program <br />August 15, 2023 <br />Page 2 <br />3 <br />6 <br />4 <br />1 <br />leads the region’s vision for a future-ready workforce that is better skilled, trained, and <br />prepared to keep industries competitive, communities thriving, and the economy <br />growing. The Orange RPU is composed of the City of Anaheim, County of Orange, and <br />the City of Santa Ana Workforce Development Boards (WDBs). As it pertains to this <br />grant, the City of Santa Ana will be the fiscal agent. <br />In April, the City received notice that the Orange RPU was awarded a total of <br />$927,341.16. The P2E grant requires a partnership with community-based <br />organizations (CBOs) that serve the formerly incarcerated and other justice-involved <br />individuals, and reentry service providers. Memorandums of Understanding are <br />encouraged with the CDCR’s Division of Adult Parole Operations, County Probation, <br />and other reentry providers. Staff is preparing to procure workforce services to <br />implement the strategies authorized in the grant and will bring agreements back to the <br />City Council for approval in the near future. <br />The Prison to Employment grant intends to serve a minimum of 84 individuals who were <br />formerly incarcerated or under County Probation or State Parole supervision. <br />Depending on the outcome of a workforce strategies assessment, individuals will be <br />served through on the job training, or vocational training that leads to industry <br />recognized certificates, or direct placement by using a wraparound case management <br />coordinated with CBOs and the region’s three Workforce Development Boards. <br />Coordination of referrals will take place at pre-release at county jails and post release <br />through deployment of staff at probation and parole offices located throughout the <br />county. <br />FISCAL IMPACT <br />Revenue for this grant has been budgeted in Fiscal Year 2023-24 in the Prison to <br />Employment Program, Reserve Appropriation account (no. 14418002-59011). The <br />same amount has been budgeted in the Prison to Employment, various expenditure <br />account (no. 14418760-6xxxx).
