The Grand Jury's <br />request to the Chair of the Orange County Board of Supervisors for a copy of the <br />opinion was denied, as was an alternative request that the County simply identify <br />the legal authority reviewed in studying the issue. <br />INVESTIGATION AND ANALYSIS <br />Services and Facilities <br />The Orange County Animal Care (OCAC) shelter is the largest municipal shelter in the <br />western United States serving residents in one location. The nature, size, and scope of <br />the shelter adds complexity and unique challenges to its operation. The shelter employs <br />137 staff engaged in a variety of functions including animal sheltering and care, animal <br />control, reuniting lost pets with their owners, veterinary services, licensing, adoption, <br />marketing, public relations, and administration.
