a <br />CITY OF SANTA ANA <br />B. SPECIFICATIONS/ SCOPE OF SERVICES <br />1. The City of Santa Ana Human Resources Department shall contact the Contractor for temporary <br />services and provide the title and any special skills or experience required. Certain positions may <br />require bilingual skills. Contractor shall provide temporary worker(s) as required and approved by <br />City departments to work at the various City of Santa Ana department locations. <br />2. The Contractor will compare job requirements with worker qualifications and will email resume(s) <br />and test results of temporary workers as requested. <br />3. The Contractor will follow up with the City within two (2) hours to provide name(s) for City approval. <br />a. If Contractor is unable to locate a qualified candidate within four (4) hours of the initial <br />request, the City reserves the right to contact other temporary agencies for placement. <br />4. Once a candidate is selected, and the hourly pay rate has been agreed upon, Contractor shall <br />provide the City with a detailed proposal to include the specific job description, the hourly pay rate <br />for the temporary worker, and the mark-up rate. The City shall then review and sign the proposal <br />if approved. <br />5. All invoices must include: <br />a. Agreement number; <br />b. Requesting City Department <br />c. Department Contact Name / Requester Name <br />d. Candidate Name <br />e. Hourly pay rate and mark-up rate <br />f. Dates of assignment duration <br />g. Total hours worked during duration of assignment <br />6. Contractor shall provide temporary workers who have the skills required for the assignment. <br />7. At the City's discretion, City reserves the right to immediately end a temporary worker's <br />assignment if work performed is substandard, attendance is poor, or for other business related <br />reasons. <br />8. Contractor shall remove any temporary worker from assignment upon the City's request; at the <br />specified time and date. Contractor shall provide replacement temporary worker if required by <br />City. <br />9. Contractor shall be responsible for all decisions concerning matters of hiring; firing; discipline; <br />payroll practices; and employee benefits such as vacation, sick, and other leave benefits. <br />Temporary workers provided by the agency shall be considered employees of the agency and <br />shall in no sense be considered employees or agents of the City. <br />10. Contractor shall be responsible for communication with temporary workers with respect to their <br />duties as they are employees of the Contractor. <br />11. Contractor must provide City with testing resources for regular status positions as requested. <br />These services shall be provided at the rates set forth in Cost Proposal Form, ATTACHMENT G. <br />
