<br />City of Santa Ana RFP 23-041 <br />Page A1-1 <br /> <br />Appendix <br />ATTACHMENT 1 <br />SCOPE OF WORK <br /> <br />CITY OF SANTA ANA <br /> <br />REQUEST FOR PROPOSALS <br />FOR <br />STREET LIGHTING MASTER PLAN <br />RFP NO. 23-041 <br /> <br />INTRODUCTION <br /> <br />The City of Santa Ana is one of the largest and most densely populated cities in Orange County. <br />Santa Ana has a population of nearly 335,000 and serves as the county seat. With many large <br />industries and firms, Santa Ana is also a family-friendly city, with rich culture on display in the <br />city’s museums and many tourist attractions. The City of Santa Ana is centrally located in the <br />heart or Orange County and is bounded by Interstate-5 to the north, Interstate-405 to the south <br />and State Route-55 to the east. The City has over 450 miles of roadway including 15 major <br />arterials. The proposed Street Lighting Master Plan will guide the City forward on Street <br />Lighting implementation and ultimately benefit the residents of Santa Ana and travelers to the <br />region with improvements for all modes including motorists, bicyclists, pedestrians, transit, and <br />emergency vehicles. <br /> <br />PROJECT DESCRIPTION AND BACKGROUND <br />The City of Santa Ana (City) seeks to retain a qualified professional engineering firm that has <br />both System Engineering and Street Lighting expertise to develop the City’s Street Lighting <br />Master Plan. The primary purpose of the project is to create a Street Lighting Master Plan that <br />can be utilized to fully maximize the existing system and provide guidance for future planning <br />and project implementation. <br />The City of Santa Ana Public Works Agency- Traffic Engineering Division oversees and <br />maintains the daily operations of the Street Lighting System. The Street Lighting System is <br />comprised of approximately 15,500 streetlights within its public right-of-way, of which roughly <br />12,000 are City owned and maintained, and 3,500 are Southern California Edison (SCE) owned <br />and maintained. Up until 2017, the City only owned 3,500 streetlights primarily located in the <br />Downtown and Civic Center areas. The City grew its ownership of lights with the purchase of <br />7,800 lights from SCE. Subsequently, the lights were converted to LED and mapped in a GIS <br />format. In 2022, SCE completed a citywide retrofit to LED of all their owned streetlights. <br />Currently all streetlights in Santa Ana are LED. <br /> <br />With the rapid growth and enhancements of the Street Lighting System in the last 5 years, the <br />lighting system is in need of a thorough assessment to include but not limited to a current <br />accurate inventory of City and SCE owned streetlights, alley lights, and traffic signal safety
