Police Department <br />www.santa-ana.org/police <br />Item # 23 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 20, 2023 <br />TOPIC: Parking Enforcement Services <br />AGENDA TITLE <br />Approve Agreement with LAZ Parking California, LLC for Parking Enforcement Services <br />for the Police Department in an Amount not to Exceed $1,876,888 (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a two-year agreement with LAZ Parking <br />California, LLC for parking enforcement services, for the period of July 1, 2023 through <br />June 30, 2025, with the option of three 1-year renewals, in an amount not to exceed <br />$1,876,888, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The Santa Ana Police Department’s Traffic Division provides parking enforcement <br />services using a combination of full-time and part-time City parking enforcement <br />personnel and contract personnel. The current parking enforcement contract provides <br />parking enforcement personnel that supplement the enforcement of street sweeping <br />violations, meter detail, permit parking, and other selective parking enforcement needs. <br />LAZ Parking Ambassadors provide assistance in the enforcement of five street <br />sweeping routes. In addition, Parking Ambassadors supplement the enforcement of <br />various municipal code parking violations, including nighttime permit parking <br />enforcement. The program's proposed annual billable hours are 2,080 hours for a <br />Parking Ambassador supervisor and 14,248 hours for Parking Ambassadors. <br />On February 28, 2023, the Police Department issued a Request for Proposals (RFP <br />#23-036) for parking enforcement services. On March 14, 2023, a pre-proposal <br />conference was conducted, and on March 28, 2023, the City received proposals from <br />two firms. Inter-Con Security and LAZ Parking California, LLC (“LAZ”) each submitted <br />proposals for consideration. An evaluation committee consisting of representatives from <br />the Santa Ana Police Department and the Public Works Agency reviewed and rated the <br />two proposals. The proposals were evaluated according to the following criteria: <br /> Experience of firm personnel (50%) <br /> Cost of proposal (30%)
