Conduct a public hearing in consideration of the approval and submission of the <br />Fiscal Year 2023-24 Housing Authority Annual Plan to the U.S. Department of <br />Housing and Urban Development. <br />2. Adopt a resolution approving the Fiscal Year 2023-24 Housing Authority Annual Plan <br />and authorize the Executive Director of the Housing Authority to submit the Annual <br />Plan to the U.S. Department of Housing and Urban Development. <br />DISCUSSION <br />The U.S. Department of Housing and Urban Development (HUD) requires housing <br />authorities that administer a Housing Choice Voucher (HCV) program to have an <br />Annual Plan for the management and operation of the program. The general purpose of <br />the Annual Plan is to advise HUD, program participants, applicants, and members of the <br />public on the Housing Authority’s policies, programs, operations, and strategies for <br />meeting local housing needs and goals. Specifically, the Fiscal Year (FY) 2023-24 <br />Housing Authority Annual Plan provides information on the following topics: (1) new <br />activities to be undertaken by the Housing Authority in the next fiscal year; (2) findings <br />from the most recent fiscal year audit; and (3) annual progress the Housing Authority <br />has made in meeting the goals and objectives described in the Five-Year Plan for FY <br />2020-25 (Exhibit 1). This Annual Plan is for the fourth year of the Housing Authority’s <br />Five-Year Plan for FY 2020-25. <br />As required by HUD, three ad hoc Resident Advisory Board meetings were held on <br />February 16, 2023 with HCV participants who receive housing assistance from the <br />Housing Authority. The meetings were conducted in three languages: English, Spanish, <br />and Vietnamese. All active participants in the HCV Program who reside in the City of <br />Santa Ana were mailed a survey and an invitation to participate on the Resident <br />Advisory Board. The comments from the Resident Advisory Board and survey were <br />incorporated into the Annual Plan.
