The parties agree to establish benchmark classifications and associated <br />classification relationships by July 31, 2024. The City shall then conduct and <br />complete a compensation market study (of benchmark classifications) by <br />December 31, 2024. Upon completion of the study, the parties agree to reopen to <br />discuss the results of the market study. <br />4.4 Application of Basic Compensation Plan <br />The salary rate ranges contained in Section 4.2 of this article and the City’s salary schedule <br />are monthly salary rate ranges. All employees working in classifications of employment <br />covered by this MOU shall be compensated at a monthly rate, except that an employee <br />hired for temporary work in a position which has an anticipated duration of less than six <br />(6) months shall be paid at a rate per hour for actual time spent in the performance of the <br />duties of their employment. <br />The regular rate of pay shall be computed as provided for by the FLSA. <br /> <br />Any hourly rate of pay, defined as the regular hourly rate of pay, shall be computed by <br />dividing the monthly salary rate by 173.33. In determining the hourly rate as herein <br />provided, computation shall be made to the nearest whole cent and a computation resulting <br />in an even one-half cent ($0.005) shall fix the rate at the next higher whole cent. <br />4.5 Probation <br />The probationary period shall be one (1) year from the date of appointment from an open <br />eligible list (new hire), a reappointment eligible list (rehire), or a promotional eligible list. <br />4.6 Beginning Rates <br />A new employee shall be paid the rate shown as Step “AAA” in the salary rate range <br />allocated to the classification of employment for which they have been hired. <br />In special instances where such new employee possesses unique and exceptional <br />educational training and/or experience qualifications, the Department Head, under whom <br />the employee will serve, may submit a written request and justification to the City Manager <br />or designee for authorization to place such new employee on Step “AA,” “A,” “B,” “C,” <br />or “D” within the allocated salary rate range for the classification in which they are being <br />hired. If approved, such new employee shall be assigned to a salary step upon the <br />commencement of their service in the classification of employment to which the salary rate <br />range applies and such assignment having once been made shall remain in effect until the <br />said employee shall be entitled to advance to the next salary step in accordance with the <br />further provisions of this article. <br />4.7 Service <br />The word “service” as used in this MOU shall be deemed to mean continuous, full-time
