2022-2025 MOU City of Santa Ana & SEIU Full-Time Employees Unit Page 21 <br />An incumbent in the classification of Custodian who is regularly and continuously assigned <br />to perform lead supervisory responsibilities will receive lead pay compensation at a rate <br />set fifteen (15) salary rate ranges, which is approximately seven and one-half (7.5%) above <br />their base monthly salary step. Effective January 1, 2023, the assignment pay differential <br />in this provision shall be approximately seven and one-half percent (7.5%) above their base <br />monthly salary step. <br />Any employees who have continuously received lead pay for leading the same functional <br />group for five (5) years shall have their lead pay assignment made permanent. This <br />provision applies to employees receiving lead pay through the pay period in which the City <br />Council approves this 2022-2025 MOU. This provision will no longer apply to any <br />employees who are assigned to duties which would qualify them for lead pay on or after <br />the first full pay period following City Council approval of this 2022-2025 MOU. <br />5.3 Bilingual Pay <br />An employee who is assigned by a Department Head or their designee to a position <br />requiring bilingual capability in both English and any other language or sign language, <br />shall be paid a monthly assignment pay differential in accordance with the criteria and <br />amounts set forth below: <br />A. Certification <br />Certification by the Executive Director Human Resources or designee as having <br />satisfactorily demonstrated conversational fluency in both languages for any <br />position requiring bilingual capacity. There shall be periodic recertification of such <br />bilingual capability. <br />B. Primary Bilingual Assignments <br />Assigned positions where it has been determined by the Department Head that <br />bilingual proficiency is essential to carry out duties and responsibilities of a critical <br />and/or emergency nature without ready access to backup assistance, or positions <br />where bilingual public contact is a major, essential, or integral element of the work <br />being performed, will be designated as Primary Bilingual Assignments. <br />A qualified incumbent of such position shall be paid a monthly differential of one <br />hundred and seventy-five dollars ($175.00) for each full month of such assignment. <br />C. Secondary Bilingual Assignment <br />Assigned positions where it has been determined by a Department Head that regular <br />and frequent bilingual usage is necessary to the performance of duties, but not a <br />major, essential or integral element of the work, will be designated as Secondary <br />Bilingual Assignments.
