Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 2, 2023 <br />TOPIC: Agreement with David Evans and Associates, Inc. for Landscape Architectural <br />Design Services For 10th and Flower Park <br />AGENDA TITLE <br />Approve an Agreement with David Evans and Associates, Inc. in an Amount Not to <br />Exceed $410,000 for the Landscape Architectural Design Services for a New Park at <br />10th St. and Flower St. for a Three -Year Term (Project No. 22-1342) (Non -General <br />Fund) (Revive Santa Ana) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with David Evans and Associates, <br />Inc. to provide design, development of contract documents, and construction support for <br />the proposed loth and Flower Park project in the amount of $369,455, with a <br />contingency of $40,545 for a total amount not to exceed $410,000, for a three-year term <br />beginning May 2, 2023 and expiring May 1, 2026, with an option for two, one-year <br />extensions, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On August 2, 2022, the Santa Ana City Council approved the Revive Santa Ana <br />Spending Plan that reflected the entire American Rescue Plan Act (ARPA) allocation of <br />local fiscal recovery funds. This site was allocated ARPA funding for Public Health and <br />Safety to acquire additional space for a park. On January 27, 2023, the Public Works <br />Agency released Request for Proposal (RFP) No. 22-124 to seek the services of a <br />professional engineering firm to provide landscape architectural design, development of <br />contract documents, and construction support services for the proposed 10th and Flower <br />Park project. The project will provide the community with access to open space, <br />exercise, and recreation facilities. <br />The RFP was advertised on the City's online procurement management and publication <br />system with proposals due on February 20, 2023. Seven proposals were received and <br />evaluated by a selection committee. Based on criteria outlined in the RFP, the following <br />summarizes the top three responding firms and their ranking. <br />
