Public Works Agency <br />www.santa-ana.org/public-works <br />Item # {{item. number}} <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 2, 2023 <br />TOPIC: Agreements for On -Call Emergency Asphalt and Concrete Services <br />AGENDA TITLE <br />Approve Agreements with Bruce Anderson Enterprises, Inc. dba A's Construction, EBS <br />General Engineering, Inc., Palp, Inc. dba Excel Paving Co., Hardy & Harper, Inc., Vido <br />Samarzich, Inc., and We R Builders, Inc. for Emergency Asphalt and Portland Cement <br />Concrete (PCC) Services for a Total Amount Not to Exceed $3,000,000 for up to a Five - <br />Year Term (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Bruce Anderson Enterprises, <br />Inc. dba A's Construction, EBS General Engineering, Inc., Palp, Inc. dba Excel Paving <br />Co., Hardy & Harper, Inc., Vido Samarzich, Inc., and We R Builders, Inc. to provide on - <br />call asphalt and concrete placement services for a shared aggregate amount not to <br />exceed $3,000,000, for a three-year term beginning May 2, 2023 and expiring May 1, <br />2026 with provisions for two, one-year extensions, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City occasionally requires the services of independent contractors to assist with <br />emergency asphalt pavement and concrete pavement repairs. These services may <br />include performing related site restoration such as repairs to streets, sidewalks, curbs, <br />gutters, and curb ramps, as directed by staff, to ensure infrastructure is maintained in an <br />appropriate and safe condition during unforeseen events. Portland cement concrete <br />(PCC) may be mixed at a central location and transported to a job site, or mixed at a <br />project site. <br />On January 18, 2023, the Public Works Agency (PWA) issued a Request for Proposals <br />(RFP) for emergency on -call asphalt concrete, and concrete repairs via the City's Planet <br />Bids website. A total of 735 vendors were notified of the RFP and 29 downloaded the <br />proposal files. Six proposals were received and evaluated by a selection committee <br />based on criteria as outlined in the RFP. Listed below are the responding firms with <br />qualifying proposal scores: <br />
