Orange RPU 2023 Biennial Modification to PY 2021-24 Regional Plan <br /> <br />3 <br /> <br />hardship and disruptions that ensued during the height of the pandemic as they struggle <br />to regain footing. The county experienced widespread job loss and economic hardship <br />due to the pandemic, with many small businesses closing permanently. <br /> <br />The COVID-19 pandemic and the resulting economic fallout have disproportionately <br />impacted specific populations and communities. The impacts remain particularly <br />prevalent among Black people, Latinos, and other people of color. Additionally, the virus <br />has disproportionately affected communities of color, with higher infection and death <br />rates. The pandemic exacerbated existing inequalities and economic disparities, <br />highlighting the need for equitable policies, programs, and services that support the most <br />vulnerable populations and disinvested communities to address issues that include <br />disparities in access to healthcare, economic impact, and education. In Orange County, <br />census tracts identified as “disadvantaged” by the California Environmental Protection <br />Agency are located in the eleven Orange County cities of Fullerton, Anaheim, Santa Ana, <br />Garden Grove, Westminster, Stanton, Lake Forest, Huntington Beach, Costa Mesa, <br />Placentia, Buena Park. <br /> <br />The following economic and demographic analyses highlight the immediate and early <br />impacts of COVID-19 on Orange County and subsequent recovery, along with projections <br />for the region throughout the period addressed by the 2023 Biennial Modification to the <br />PY 21-24 Orange RPU Regional Plan. <br /> <br /> <br />EXHIBIT 1
