<br />The costs determined by RCS for the various services are based on the definitions of “costs
<br />reasonably borne” as utilized in Article XIIIB (Proposition 4) and as further defined by its authors
<br />in their background documents. The following are generally accepted elements of "costs
<br />reasonably borne."
