Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />April 18, 2023 <br />TOPIC: Agreements for On -Call Material Testing and Special Inspection Services <br />AGENDA TITLE <br />Approve Agreements with AESCO, Inc., Kleinfelder, Inc., and RMA Group, Inc., for a <br />Total Amount Not to Exceed $2,950,000, for On -Call Material Testing and Special <br />Inspection Services (Non -General Fund) <br />RECOMMENDED ACTION <br />1. Authorize the City Manager to execute a Caltrans federally procured agreement with <br />AESCO, Inc., Kleinfelder, Inc., and RMA Group, Inc. to provide On -Call Material <br />Testing and Special Inspection Services, for a shared aggregate amount not to <br />exceed $950,000, for a term beginning April 18, 2023 and expiring July 5, 2024, with <br />provisions for two, one-year extensions, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />2. Authorize the City Manager to execute the first amendment to the standard <br />agreement with AESCO, Inc., Kleinfelder, Inc., and RMA Group, Inc. to provide On - <br />Call Material Testing and Special Inspection Services, and increase the contract <br />amount by $1,000,000 for a total amount not to exceed $2,000,000, for the remaining <br />term through July 5, 2024, subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />Under the City's Capital Improvement Program, a number of construction projects will <br />take place over the next several years. These projects include street paving, traffic <br />signals, underground utilities, buildings, bridges, and park facility improvements. The <br />total value of construction is currently estimated to exceed $100 million. In order to <br />maintain high quality construction, the City intends to retain testing and inspection firms <br />to provide quality assurance services for these projects. <br />The Public Works Agency released Request for Proposals (RFP) No. 20-111, by which <br />it sought the services of a professional engineering firm to provide on -call materials <br />testing and special inspection on an "on -call" basis for the City's Public Works Agency. <br />The RFP was advertised on the City's online procurement management and publication <br />system. Seventeen proposals were received and evaluated by a selection committee <br />
