Approve Agreement with AESCO, Inc., Kleinfelder, Inc., and RMA Group, Inc. <br />April 18, 2023 <br />Page 2 <br />comprised of the Public Works Agency Engineering staff. Based on the criteria outlined <br />in the RFP, the follo ing consists of top scoring firms and their rankings: <br />Rank <br />Firm <br />City <br />1 <br />AESCO, Inc. <br />Huntington Beach, CA <br />2 <br />Kleinfelder, Inc. <br />Laguna Hills, CA <br />3 <br />RMA Group, Inc. <br />Carson, CA <br />Approval of the Recommended Action No. 1 will authorize the federal set of consultant <br />agreements for future task orders authorized for grant -funded projects that require <br />adherence to Caltrans Architecture and Engineering requirements. Once identified on <br />an as -needed basis, task orders will be issued under the Caltrans version of the On -Call <br />agreement (Exhibits 1-3). <br />Approval of Recommended Action No. 2 will authorize the first amendment to increase <br />the shared total aggregate amount of the standard agreement (Exhibits 4-6), which was <br />previously approved by City Council on July 6, 2021. City Council previously authorized <br />this agreement, and staff is proposing to add funds for continued services necessitated <br />under this standard version of the contract. <br />The recommendation to award contracts was delayed until the City received <br />authorization and clarity from Caltrans regarding federal requirements. Those matters <br />have been resolved and the top rated firms have agreed to honor their proposals. The <br />selected entities provide material testing and inspections for construction activities <br />involving grading, soils, base material, concrete, masonry, asphalt concrete, structural <br />steel, reinforcing steel, painting, and other quality assurance services when required. <br />FISCAL IMPACT <br />There is no fiscal impact at this time. Prior to utilizing any of these on -call services, <br />Public Works Agency staff must receive Finance and Management Services Agency <br />approval of funding and project activities to be used to ensure funds are available under <br />the authorization limit of $950,000 for any federally funded projects, and under the <br />shared aggregate for any projects using local or discretionary funds. Upon successful <br />completion of the fiscal review, a corresponding Notice to Proceed containing the <br />specific scope and maximum expenditure for the task order will be issued. <br />Funds will be budgeted and available for expenditure for the remaining fiscal year, and <br />carried forward for consideration in future fiscal years within the Agreement terms in the <br />following, and various other, Public Works Contract Services -Professional Accounts: <br />Division <br />Account <br />City Facilities License Agreement <br />01117605-62300 <br />Traffic and Transportation Engineering <br />01117620-62300 <br />
