Police Department <br />www.santa-ana.org/police <br />Item # 10 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 4, 2023 <br />TOPIC: Motorola 800 MHz Communications System Equipment <br />AGENDA TITLE: <br />Award Contract to Motorola Solutions, Inc. in the Amount of $471,570 for Motorola 800 <br />MHz Communications System Equipment (Specification No. 23-048) (General and Non- <br />General Fund) <br />RECOMMENDED ACTION <br />Award a blanket order contract to Motorola Solutions, Inc. for Motorola 800 MHz <br />communications system equipment for a 14-month period expiring June 30, 2024 in an <br />amount not to exceed $471,570, subject to non-substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Police Department (SAPD) utilizes handheld portable and mobile radios <br />to communicate with other field personnel, the SAPD Dispatch Center, and Orange <br />County agencies via the Orange County Communications System (countywide dispatch <br />center). The 800 MHz Communications system has been in place since 1995 when the <br />County of Orange completed a competitive bid process and entered into a contract with <br />Motorola Solutions, Inc. to provide the 800 MHz Countywide Coordinated <br />Communications System (CCCS) integrated radio communications system. Motorola <br />designed, built, and installed this system using proprietary equipment and technology. <br />This system allows all police, fire, public works, and marine safety agencies in Orange <br />County to share a standard radio system, yet provides agencies with their own dispatch <br />and tactical channels. Radios are utilized for both emergent and non-emergent radio <br />traffic. Handheld radios are a critical lifeline for sworn and professional field personnel <br />for sharing rapidly changing information pertaining to calls for service and for relaying <br />field personnel safety messages. <br />This contract will provide the Police Department with 60 APX6000 handheld pacsets <br />and accessories for newly hired police officers, replacement radios for non-working <br />radios, and adequate spares for emergency services purposes.
