Award Agreement for Riverview Park, Heritage Park, Windsor Park, and Angels Park <br />Restrooms <br />April 4, 2023 <br />Page 2 <br />On December 21, 2022, the Public Works Agency released Request for Proposals <br />(RFP) No. 22-147A, to provide design -build services for "New Pre -Fabricated Restroom <br />installation at Four City Parks." The RFP was advertised on the City's online <br />procurement management and publication system with proposals due on February 8, <br />2023. One proposal was received and evaluated by a selection committee based on <br />criteria outlined in the RFP. <br />Staff recommends awarding an agreement to MMC, Inc. (Exhibit 1) based upon the <br />design -build services described in the scope of work and selection criteria outlined in <br />RFP 22-147A. Their proposal demonstrated the firm has the necessary capacity and <br />expertise to complete the required services. The firm's rates are reasonable and within <br />industry standard and the team qualifications are appropriate for this project. Categorical Exemption Environmental Review No. ER- <br />2023-28 was filed for this project. <br />FISCAL IMPACT <br />Funds are available in the current Fiscal Year 2022-23 budget, and funding for <br />subsequent fiscal years will be included in the proposed budget for City Council <br />consideration. Approval of the amendment to the FY 2022-23 Capital Improvement <br />Program (Exhibit 3) will officially incorporate these projects into the program. Any <br />remaining balances not expended at the end of the fiscal year will be presented to City <br />Council for approval of carryovers to FY 23-24. <br />The following table summarizes the funds budgeted for expenditure to deliver <br />construction of these projects: <br />
