Bristol Street and Santa Clara Avenue Traffic Signal <br />March 7, 2023 <br />Page 2 <br />and a left turn traffic signal warrant analysis. Based on staff's findings, it was <br />determined that the installation of left -turn signal indications for the northbound to <br />westbound and southbound to eastbound directions on the current traffic signal are <br />needed to increase vehicle and pedestrian safety at this intersection. Following the <br />analysis, the location was placed on a traffic signal priority list for funding. <br />In October 2020, the Public Works Agency (PWA) submitted a grant application <br />requesting funding from the Highway Safety Improvement Program (HSIP) grant that is <br />administered by the State of California Department of Transportation. On March 2021, <br />the PWA received confirmation that the application had been successful and that the <br />agency was awarded $297,100 in Highway Safety Improvement Program (HSIP) grant <br />for the project. The grant funds were recognized by the City Council and approved in <br />the FY 2022-23 Capital Improvement Program (CIP). <br />The recommended actions are required to proceed with the traffic signal modification at <br />the Bristol Street and Santa Clara Avenue intersection (Exhibit 2). The scope of work <br />includes installation of asphalt concrete pavement, signage, striping, and new traffic <br />signal systems. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was <br />advertised in the Orange County Register newspaper on December 20 and December <br />27, 2022. The project was also advertised on PlanetBids on December 20, 2022, and <br />bids were received electronically via PlanetBids on January 17, 2023. The City notified <br />a total of 346 regional vendors via PlanetBids and 41 vendors requested bidding <br />documents. <br />Bid Results Summary <br />A total of seven bids were received, with all bids being deemed responsive.
