Bristol Street and Santa Clara Avenue Traffic Signal <br />March 7, 2023 <br />Page 3 <br />Elecnor Belco Electric, Inc., submitted the lowest responsive base bid in the amount of <br />$493,244.76 (Exhibit 3). Based on the bid analysis and a contractor's reference check, <br />staff recommends awarding the construction contract to Elecnor Belco Electric, Inc., in <br />the amount bid (Exhibit 4). Elecnor Belco Electric, Inc. has successfully completed work <br />for the City dating back to 2015 and most recently in 2020 when they completed the <br />bike lane project on Flower Street from Warner Avenue to Civic Center, and associated <br />traffic signal modifications. Other projects completed by Elecnor Belco Electric, Inc. <br />include traffic signal installation, modifications at various locations, and crosswalk <br />upgrades throughout the City. Staff is confident that this contractor will continue to <br />perform and produce quality work for the City. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes construction administration, inspection, and testing, along <br />with an allowance for contingencies to account for unexpected or unforeseen <br />conditions. Construction administration and inspection includes the following: <br />construction management; implementation of the City's Community Workforce <br />Agreement; inspection of the Contractor's work to ensure contract compliance, <br />workmanship, and quality; and material testing. As indicated in the Cost Analysis <br />(Exhibit 5) and as summarized in the table below, the estimated total construction <br />delivery cost of the project is $616,555.95. <br />Construction Contract <br />$493,244.76 <br />Construction Administration, Inspection, and Testing <br />$73,986.71 <br />Contingencies <br />$49,324.48 <br />ESTIMATED CONSTRUCTION DELIVERY COST <br />$616,555.95 <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended actions <br />are exempt from further review. Categorical Exemption Environmental Review No. ER- <br />2022-67 was filed for this project. <br />FISCAL IMPACT <br />As indicated in the Cost Analysis, the estimated total construction delivery cost of the <br />project is $616,555.95, which includes construction, contract administration, inspection, <br />testing, and an authorized contingency. With the approval of the appropriation <br />adjustments, the total funding needed to deliver the project will be available for <br />expenditure (Exhibit 6) in FY 22-23. <br />
