City Manager's Office <br />www.santa-ana.org/city-managers-office <br />Item # 22 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />February 7, 2023 <br />TOPIC: Food Distribution Programs <br />TITLE <br />Approve Agreements with Delhi Center and Seva Collective for Food Distribution <br />Programs for a One -Year Term in an Aggregate Amount Not to Exceed $500,000 <br />(Revive Santa Ana Program) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Delhi Center and Seva <br />Collective to operate food distribution programs for a one-year term beginning March 1, <br />2023 and expiring February 29, 2024, in a total shared aggregate amount not to exceed <br />$500,000, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />Revive Santa Ana is a comprehensive COVID-19 pandemic recovery initiative designed <br />to deliver both short-term and long-term health, financial, educational and other support <br />to the Santa Ana community. It is funded by the federal American Rescue Plan Act's <br />State and Local Fiscal Recovery Fund allocation of $128.3 million, additional housing <br />funding of $21.5 million, and $10.6 million in federal funds from the state for emergency <br />rental assistance. The City Council approved the use of the money on August 2, 2022. <br />On November 22, 2022, the City Manager's Office issued a Request for Proposals <br />(RFP) for contractors to operate food distribution programs throughout the city. The <br />RFP was advertised on the City's online bid management and publication system, with <br />bids due on December 14, 2022 (Exhibit 1). Three nonprofit organizations submitted <br />proposals and all three proposals were deemed responsive. An evaluation committee <br />reviewed and rated the proposals according to the criteria listed in the RFP.
