The Clerk of the Council also <br />coordinates all municipal and special elections held by the city, <br />coordinates the annual boards, commissions, and committees <br />recruitment process, administers the records retention and <br />destruction policy, and receives official filings required by the Fair <br />Political Practices Commission “FPPC”, such as the Campaign <br />Contribution Reports, Statements of Economic Interest, and other <br />such filings. The Clerk’s office prepares and posts the bi-monthly <br />City Council meeting agendas. These agendas may be viewed on <br />this website. Copies of agendas, minutes of prior meetings, videos, <br />and other public documents are also available and may be requested <br />via the Public Records Request process. <br />X X X X Community <br />Development <br />The Community Development Agency is responsible for providing <br />services in the area of economic development, job training, <br />affordable housing, and downtown development. The Agency plans, <br />develops and administers programs to accomplish the public policy <br />goals of the Santa Ana City Council, Santa Ana Housing Authority <br />and Workforce Investment Board. <br /> X Finance and <br />Management <br />The Finance and Management Department’s mission is to manage <br />internal City financial operations and controls at the highest level of <br />efficiency with effective staffing and management. Its purpose is to <br />safeguard public funds through proper internal controls, expenditure, <br />and service operations. In addition, it provides supporting services <br />for all City agencies and residents. There are several divisions within <br />the Finance and Management Services Agency including: Treasury <br />& Customer Service, Purchasing, Budget and Accounting. <br /> X X Human Resources Human Resources Administration staff assist city departments with <br />interpretation and application of the provisions in the city's labor <br />agreements, address and resolve employee grievances, conduct <br />administrative investigations, assist departments in addressing <br />employee conflict resolution, disciplinary concerns and performance <br />issues, and coordinate disciplinary review hearings before the <br />Personnel Board. Human Resources Administration staff also <br />investigate discrimination and harassment complaints, and <br />administer the city's employee drug and alcohol testing programs.
