<br />Public Outreach and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was
<br />advertised in the Orange County Register newspaper on September 27 and October 4,
<br />2022. The project was also advertised on PlanetBids, and bids were received
<br />electronically via PlanetBids on October 18, 2022.
<br />The City notified a total of 624 regional vendors via PlanetBids, 18 of which are Santa
<br />Ana based. Fifty-five vendors requested bidding documents. A total of eleven bids were
<br />received. However, no bids were received from Santa Ana contractors.

<br />Of the eleven bids received, all were deemed responsive. Big Ben, Inc., submitted the
<br />lowest responsive base bid, in the amount of $3,163,400 (Exhibit 2). As specified in the
<br />bid documents, the lowest bid shall be determined on the basis of the Base Bid. Based
<br />on the bid analysis and a contractor's reference check, staff recommends awarding the
<br />construction contract to Big Ben, Inc., in the amount of the base bid totaling $3,163,400
<br />(Exhibit 3). Big Ben, Inc., has performed the following work in the City of Santa Ana
<br />within the past 5 years: Baker -Glenwood Sewer Main Upgrade (Project No. 21-6446),
<br />and Lincoln Avenue Water & Sewer Main Improvements (Project Nos. 22-6468 & 22-
<br />6620).
