Award Construction Contract to EverLevel Holdings, LLC <br />December 20, 2022 <br />Page 2 <br />discharge of sediment into the street and City stormdrain system during rain events. <br />Additionally, encampments that form at the top of the slopes lead to the discharge of trash <br />and debris. <br />The First Street Slope Stabilization Project (Exhibit 1) includes the installation of <br />decorative concrete along the slopes near the railroad undercrossing, new security <br />fencing, and a stormwater treatment device. The goal of the project is to improve water <br />quality and address stormwater pollution via the stabilization of the dirt slopes, elimination <br />of trespassing and encampments, and installation of a stormwater treatment device. The <br />project will also significantly enhance the aesthetics of this important gateway to <br />Downtown Santa Ana. <br />Public Outreach and Contractor Participation <br />During the project design phase, City staff presented four decorative concrete design <br />options to the City's Environmental and Transportation Advisory Commission (ETAC). <br />ETAC provided design input and voted on their preferred decorative concrete design, <br />which was used in the final design of the project (Exhibit 6). <br />This project was originally advertised for bid on January 24, 2022, with bids due on <br />February 15, 2022, however the project was rebid due to a change in the scope of work. <br />The project was advertised for rebid on March 15, 2022, with bids due on April 5, 2022, <br />however the project was rebid again due to a required change to the project <br />specifications. The project was advertised for a second rebid on September 26, 2022, <br />with bids due on October 18, 2022. The second rebid is being recommended for <br />construction contract award to the lowest responsible bidder, EverLevel Holdings, LLC. <br />To provide an opportunity for local vendors to submit bids, the City notified 322 regional <br />vendors via PlanetBids, many of which are Santa Ana based. Two vendors requested <br />bidding documents, and a total of two bids were received. No bids were received from <br />Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on September 26, 2022, October 3, 2022, and October 10, 2022.
