Community Plan Exemption Checklist <br />City of Santa Ana Gary Avenue Business Park Project <br />general plan data and implementing transportation projects. The GPU includes the following goals and <br />policies to support the GHG reduction: <br />• Conservation Element, Goal 3: Reduce consumption of and reliance on non-renewable energy to <br />support the development and use of renewable energy sources (Policies 3.3 and 3.1 1). <br />• Land Use Element, Goal 4: Support a sustainable Santa Ana through improvements to the built <br />environment and a culture of collaboration (Policy 4.5). <br />In addition, as discussed in Table 5.7-7 of the GPU, the GPU EIR found the GPU to be consistent with <br />applicable polices from the SCAG Connect SoCal RTP/SCS. SCAG RTP/SCS policies and strategies that <br />were evaluated include: <br />• Focus growth near destinations and mobility options <br />• Promote Diverse Housing Choices <br />• Support Implementation of Sustainable Policies <br />The Project would not conflict with identified SCAG Connect SoCal RTP/SCS Goals and strategies. <br />Additionally, Section 5.1 1, Land Use and Planning, include policies from the GPU that are pertinent to the <br />Project. The Project was found to be consistent with all applicable policies. Therefore, the Project would result <br />in no new impacts related to conflicts with an applicable plan, policy or regulation adopted for the purpose <br />of reducing the emissions of greenhouse gases. <br />Consistency with the Santa Ana CAP. The City of Santa Ana has an adopted a Climate Action Plan (CAP). <br />For community -wide emissions, the CAP reduction goal is 15% below the baseline year 2008 by 2020, and <br />30% below the baseline year 2008 by 2035. The CAP includes community -wide measures that are <br />collectively estimated to reduce emissions by 47,909 MTCO2e/year by 2035. The CAP recommends several <br />measures that would achieve GHG reductions including installation of solar photovoltaic systems and <br />compliance with Title 24 energy efficiency standards. <br />In support of these measures the Project would be implemented pursuant to the CALGreen Building (Title 24). <br />The City's administration of the Title 24 requirements includes review of proposed energy conservation <br />measures during the permitting process, which ensures that all requirements are met. Typical Title 24 <br />measures include increased insulation; use of energy and water efficient appliances; water efficient plumbing <br />and fixtures; Low-E windows, high performance; heating, ventilation and air conditioning equipment (HVAC); <br />and more. In addition, the non-residential building would be solar ready would have infrastructure as <br />required by Title 24 requirements. In complying with the Title 24 standards, the Project would be <br />implementing regulations that reduce GHG emissions. Thus, the Project would not obstruct the City of Santa <br />Ana CAP GHG reduction and would therefore not result in a new impact. <br />Conclusion <br />With regards to the issue area of greenhouse gas emissions, the following findings can be made: <br />1. No peculiar impacts to the Project or its site have been identified. <br />2. There are no potentially significant off -site and/or cumulative impacts which were not discussed by <br />the GPU EIR. <br />3. No substantial new information has been identified which results in an impact which is more severe <br />than anticipated by the GPU EIR. <br />Uniformly Applied Development Policies or Standards (DP/S) <br />Title 24 energy efficiency standards <br />GPU EIR Mitigation Measures Applicable to the Project <br />None. <br />61 <br />
