Community Plan Exemption Checklist <br />City of Santa Ana Gary Avenue Business Park Project <br />In addition, as explained further in the Exemption Checklist below, Project impacts were adequately <br />analyzed by the GPU EIR; and as detailed in the GPU EIR, development projects pursuant to the <br />GPU, such as the proposed Project could result in potentially significant impacts to air quality, cultural <br />resources, paleontological resources, noise, and tribal cultural resources. However, applicable <br />mitigation measures specified within the GPU EIR would reduce potential impacts to a less than <br />significant level. <br />3. There are no potentially significant off -site and/or cumulative impacts which the GPU EIR failed <br />to evaluate. The Project is consistent with the density and use characteristics of the development <br />considered by the GPU EIR and would represent a small part of the growth that was forecast for <br />build -out of the GPU. The GPU EIR considered the incremental impacts of the Project, and as <br />explained further in the Exemption Checklist below, no potentially significant off -site or cumulative <br />impacts have been identified which were not previously evaluated. <br />A. There is no substantial new information which results in more severe impacts than anticipated <br />by the GPU EIR. As explained in the Exemption Checklist below, no new information has been <br />identified which would result in a determination of a more severe impact than what had been <br />anticipated by the GPU EIR. <br />5. The Project will undertake feasible mitigation measures specified in the GPU EIR. As explained <br />in the Exemption Checklist below, the Project will undertake feasible mitigation measures specified <br />in the GPU EIR. These GPU EIR mitigation measures will be undertaken through Project design, <br />compliance with regulations and ordinances, and through the Project's conditions of approval. <br />2 ENVIRONMENTAL SETTING <br />2.1 PROJECT LOCATION <br />The proposed Project is located at 1700 - 1740 East Garry Avenue (Assessor's Parcel Number 430-171- <br />07), within the southeastern portion of the City of Santa Ana. The City of Irvine boundaries are located to <br />the south of the site, across the right-of-way for Alton Avenue. The site is located within the Tustin USGS 7.5- <br />minute quadrangle map. The location of the Project site is shown on Figure 1, Regional Location and Figure <br />2, Local Vicinity. <br />Regional access to the Project site is provided State Route 55 (SR-55) and the Dyer Road interchange. Local <br />access is provided by Dyer Road to Pullman Street, which turns into Garry Avenue. Alternatively, local access <br />to the site is provided by Red Hill Avenue to Alton Parkway and Daimler Street to Garry Avenue; or Red <br />Hill Avenue to Deere Avenue to either Daimler or Pullman Streets to Garry Avenue. <br />2.2 EXISTING PROJECT SITE <br />The Project site consists of one 5.2-gross-acre parcel (see Figure 2, Local Vicinity). The Project site is currently <br />developed with three office buildings, which total 103,031 square feet and were constructed between 1972 <br />and 1974. The existing office structures are one-story cement and stucco buildings with windows that are <br />surrounded by parking. The buildings currently accommodate multiple tenants each. Vehicular access to the <br />Project site is provided from a driveway at Garry Avenue. See Figure 3, Aerial View. <br />The Project site has an elevation of approximately 47 feet above mean sea level with a decreasing <br />topographic gradient to the east-northeast. <br />3 <br />
