The GPU EIR described that certain development pursuant to the GPU may not be able <br />to avoid impacts to historical resources. Mitigation Measures CUL-1 and CUL-2 would reduce most impacts <br />to a less than significant level. However, if significant impacts cannot be avoided, the City shall require, at <br />a minimum, that the affected historical resources are documented consistent with Mitigation Measure CUL-3. <br />The GPR EIR determined that unavoidable impacts to historical resources resulting from future development <br />under the GPU would be reduced to the maximum extent feasible but would still be significant with <br />implementation of Mitigation Measure CUL-3. <br />Archaeological Resources. The GPU EIR discussed that development involving ground disturbance has the <br />potential to impact known and unknown archaeological resources, and details that eight archaeological <br />resources have been recorded within the City, including four prehistoric sites, one multicomponent site, and <br />three historic isolates. The City includes locations may have been used for prehistoric Native American <br />occupation, and buried resources may remain. The EIR determined that there is a moderate likelihood that <br />intact subsurface archaeological resources would be encountered during redevelopment. Therefore, EIR <br />mitigation requires that Phase I Cultural Resources studies be completed before ground disturbances and <br />demolition activities are permitted to occur. The GPU EIR included Mitigation Measures CUL-4 through CUL- <br />T to reduce potential individual and cumulative impacts associated with future development and <br />redevelopment. Mitigation Measure CUL-4 requires an archaeological resources assessment be conducted <br />for future development projects to identify any known archaeological resources and sensitivity of the site. <br />Mitigation Measures CUL-5 through CUL-7 detail the next steps required should the archaeological resources <br />assessment identify known resources or determine the site to have high or moderate resource sensitivity. The <br />EIR determined that upon compliance with Mitigation Measures CUL-4 through CUL-7, individual and <br />cumulative impacts to archaeological resources would be reduced to less than significant levels. <br />Human Remains. The EIR determined that the likelihood that human remains may be discovered during <br />clearing and grading activities is considered extremely low.
