No advancement in salary above the lowest step in the salary rate range of <br />the designated classification shall become effective until approved by the <br />City Manager, except when placement on a salary step above the lowest <br />step in the applicable salary rate range results from promotion under the <br />provisions of Section 4.9. <br />B. When an employee has not been approved for advancement to the next higher <br />salary step, they may be reconsidered for advancement to the next higher step <br />above their then current step after the completion of three (3) months of additional <br />service and shall be reconsidered for such advancement after the completion of <br />six (6) months of additional service. <br />4.8. Annual Performance Based Bonus Pay: <br />Each employee covered by this MOU may be eligible to receive an annual performance <br />bonus for superior performance as a one-time monetary incentive payment based on a <br />percentage of current annual rate of base salary in accordance with the following criteria <br />in Sections 4.8(A) through 4.8(C). <br /> <br />A. Performance Levels <br />1. For overall superior performance rated as ‘5’ Significantly Exceeds <br />Expectations, a one-time monetary incentive payment of five percent <br />(5%). <br />2. For overall superior performance rated as ‘4’ Exceeds Expectations, a one- <br />time monetary incentive payment of two and one-half percent (2.5%). <br />3. For overall performance rated as ‘3’ Meets Expectations, no monetary <br />incentive payment. <br />4. For overall performance rated as ‘2’ Below Expectations, no monetary <br />incentive payment. <br />5. For overall performance rated as ‘1’ Significantly Below Expectations, no <br />monetary incentive payment. <br />B. Upon an employee failing to receive a rating of "Significantly Exceeds <br />Expectations" in their Annual Performance Evaluation, the supervisor shall <br />promptly prepare a written document which details objectives the employee must <br />meet in order to receive a "Significantly Exceeds Expectations" rating for that
