12 <br />5.0 ASSIGNMENT & OTHER SPECIAL PAY ADDITIVES <br />5.1 Bilingual Assignment Pay. An employee who speaks both English and either Spanish, <br />Samoan, Vietnamese, or other languages designated by the Police Chief, will be paid a <br />monthly assignment pay differential in accordance with the criteria and amounts set forth <br />below: <br />A. A Police Captain who has been certified by the Executive Director of Human <br />Resources as having satisfactorily demonstrated conversational fluency in both <br />languages shall be paid a monthly differential of one hundred seventy-five ($175) <br />above his or her then current base monthly salary step. <br />B. Any other member of the Association who works in a position where it has been <br />determined by the Police Chief that bilingual proficiency is essential to carry out <br />duties and responsibilities of a critical and/or emergency nature without ready <br />access to backup assistance, or positions where bilingual public contact is a major <br />and essential element of the work being performed, as determined by the Police <br />Chief or their designee, shall be paid a monthly differential of one hundred <br />seventy five dollars ($175) above their then current base monthly salary step, <br />upon certification by the Executive Director of Human Resources that the <br />employee has satisfactorily demonstrated conversational fluency in both <br />languages. <br />C. Employees who receive bilingual assignment pay at the time this MOU is adopted <br />by the City Council shall recertify their bilingual capability every three (3) years <br />with the first recertification conducted in July 2025. Employees who do not <br />successfully pass required recertification examinations shall have their bilingual <br />assignment pay removed. <br />D. Employees who are initially certified for bilingual assignment pay after this MOU <br />is adopted by the City Council shall recertify their bilingual capability every three <br />(3) years after the date of initial certification. Employees who do not successfully <br />pass required recertification examinations shall have their bilingual assignment <br />pay removed. <br />5.2 Acting Pay. Acting pay shall be defined as the temporary assignment of an employee to <br />perform work of a job class (represented by the Association) which is assigned to a <br />higher salary schedule than their regular job class. An employee who is temporarily <br />appointed by the Chief of Police to serve in an acting capacity for two (2) weeks or more <br />and who is responsible for the full range of duties and responsibilities assigned to the <br />higher level classification, shall receive a five percent (5%) increase in base salary or the <br />minimum salary of the higher level classification (whichever is higher) for all time <br />worked in the higher job classification.
