Public Works Agency <br />www.santa-ana.org/pw <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />October 18, 2022 <br />TOPIC: Arc Flash Analysis and Safety Program Development <br />AGENDA TITLE <br />Approve Agreements with P2S, Inc. and SMAART POWER for Arc Flash Analysis and <br />Electrical Safety Program Development for a Total Amount not to Exceed $500,000 for <br />up to a Five -Year Term (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with P2S, Inc. and SMAART <br />POWER, LLC for arc flash analysis and electrical safety program development for a three- <br />year period, beginning October 18, 2022 and expiring October 17, 2025, with provisions <br />for one, two-year renewal period exercisable by the City Manager and City Attorney, with <br />a shared aggregate amount not to exceed $500,000, subject to non -substantive changes <br />approved by the City Manager and the City Attorney. <br />DISCUSSION <br />The Public Works Agency's Water Resources Division oversees and maintains the daily <br />operations of the City's water and sanitary sewer systems. The Division utilizes numerous <br />industrial control panels such as motor control centers, remote terminal units, <br />switchboards, and programmable logic computers to control the various mechanical <br />components of the water and sewer system, including the supervised control and data <br />acquisition (SCADA) system. Ensuring the reliability of the electronic equipment, and the <br />safety of those utilizing it, is of the highest importance to the Water Resources Division <br />(Division). <br />With an arc flash hazard assessment, the Division can continue to gain a better <br />understanding of the amount of energy that could be released from electrical equipment <br />as a result of an arc flash, as well as how to protect employees from potentially dangerous <br />situations. With the information gathered from the assessment(s), the consultants will <br />develop an updated safety program, which will include revised safety and operational <br />protocols and diagrams, for Water Resources' electrical equipment and facilities. <br />On March 8, 2022, the Public Works Agency issued Request for Proposals (RFP) 22-027 <br />for an arc flash safety analysis and development of an updated electrical safety program. <br />The RFP was advertised on the City's online bid management and publication system <br />
