Police Department <br />www.santa-ana.org/pd <br />Item # 19 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />October 18, 2022 <br />TOPIC: Public Safety Video Surveillance System Repairs <br />AGENDA TITLE: <br />Approve Second Amendment to the Agreement with Siemens Industry, Inc. in the amount <br />of $37,000 for Public Safety Video Surveillance System Repairs (General and Non- <br />General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a second amendment to the agreement with <br />Siemens Industry, Inc. in an amount not to exceed $37,000 for repairs and replacement <br />of surveillance camera components, for a total aggregate amount not to exceed <br />$3,419,870 during the term of the agreement, subject to non-substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />In 2010, the City of Santa Ana contracted with Siemens Inc. to design and install a video <br />surveillance system to encompass the Police Department and the Santa Ana Civic <br />Center. Since then, the contract has expanded to encompass various locations <br />throughout the city, including the Jail facility, seven parks, Main Library, and the <br />downtown area. <br />On October 20, 2020, the City Council authorized a new master services agreement with <br />Siemens Industry, Inc. for a three year period, plus two one-year extensions. This <br />agreement committed to increasing the system’s capabilities and added new camera <br />installations at City Hall, City Yard, and Newhope Library, with plans to implement camera <br />systems at up to six additional parks throughout the city. Under the current agreement, <br />each respective stakeholder pays a prorated portion into the contract to support their <br />respective camera systems: Santa Ana Police Department, Santa Ana Jail, Library, <br />Parks, and Downtown Santa Ana (Community Development Agency). The current <br />contract covers general maintenance and upkeep, but does not cover damages resulting <br />from criminal acts such as vandalism or theft. <br />Over the past calendar year, there has been an increase in vandalism to all Santa Ana <br />video surveillance systems that disabled or destroyed the cameras and their support
