The proposed exterior modifications would be considered a rehabilitation <br />project and as such be evaluated against ten criteria. Staff has reviewed the proposed <br />modifications in comparison to the SOIS. The following is a review of the findings as they <br />pertain to the applicable criteria: <br />1. A property will be used as it was historically or be given a new use that requires <br />minimal changes to its distinctive materials, features, spaces, and spatial <br />relationships. <br />The project complies with Standard No. 1. The property currently maintains its <br />historic use as a single-family residence. The use is not proposed to change. The <br />interior configuration will remain substantially the same with the addition providing <br />enhanced functionality. <br />2. The historic character of a property shall be retained and preserved. The removal <br />of historic materials or alteration of features and spaces that characterize a <br />property shall be avoided. <br />The project complies with Standard No. 2. The historic character of the subject <br />property will be retained and preserved. The proposed single story addition has <br />been designed to remove as little historic material as possible, and will be located <br />on secondary elevations, toward the side and rear of the structure. Although visible <br />from the public right-of-way, the proposed addition is designed to be compatible in <br />scale with a lower roof height, setback from the primary façade, and features the <br />reuse of existing windows, as feasible, or similar wood windows. The proposed <br />exterior alterations will not alter the primary south (front) and east (street side) <br />elevation, or any important spatial relationships that characterize the property. <br />3. Each property will be recognized as a physical record of its time, place, and use. <br />Changes that create a false sense of historical development, such as adding <br />conjectural features or elements from other historic properties, will not be <br />undertaken. <br />The project complies with Standard No. 3. The proposed changes will not create <br />a false sense of historical development. The proposed addition will read as <br />contemporary in comparison to the existing single-family residence which <br />incorporates distinctive architectural features of the Tudor style. The addition is <br />single story and will have a lower pitch roof to the existing house to distinguish it <br />from the historic structure, and is designed to be compatible with the existing scale, <br />window pattern, and stucco finish of the residence. Moreover, the addition is set <br />back more than 15 feet from the primary facade so as not to significantly impact <br />the character defining features of the primary elevation. Therefore, the <br />architectural treatment will read as contemporary, not conjectural. <br /> <br />Historic Resources Commission 1 – 61 9/8/2022 <br />
