Community Development Agency <br />santa-ana.org/cd <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />October 18, 2022 <br />TOPIC: Rent Stabilization and Just Cause Eviction Ordinances <br />AGENDA TITLE: <br />Second Reading of Ordinance amending the Rent Stabilization and Just Cause Eviction <br />Ordinances <br />RECOMMENDED ACTION <br />Place Ordinance amending the Rent Stabilization and Just Cause Eviction Ordinances <br />on second reading and adopt. <br />DISCUSSION <br />On October 4, 2022, the City Council approved the first reading of the Ordinance <br />amending the Rent Stabilization and Just Cause Eviction Ordinances. As part of the first <br />reading of the Ordinance, the majority members of the City Council directed staff to <br />make conforming revisions to the Ordinance reflecting the following refinements for the <br />second reading of the Ordinance: <br />1. Add provisions that the Ordinance shall not supersede the Mobilehome <br />Residency Law or any other applicable State laws relating to victims of an act of <br />domestic violence, sexual assault, stalking, human trafficking, abuse of an elder <br />or a dependent adult, or of other specified crimes. <br />2. Voluntary Mediation: <br />a. Revise the definition of “Mediator” to include a requirement of at least forty <br />(40) to eighty (80) hours of formal training in mediation, including training <br />in anti-racist, elimination of bias, diversity equity and inclusion, and/or <br />cultural competency. <br />3. Rental Housing Board: <br />a. Revise the composition of the Rental Housing Board to: three (3) tenants <br />(including one (1) mobilehome tenant), two (2) landlords, and (2) at-large <br />members with no financial interest. <br />b. Revise the Board Member Term to no more than three (3) terms of four (4) <br />years each, to align with the City’s existing Commissions in accordance <br />with section 2-326 of the Santa Ana Municipal Code.
