Authorize the City Manager to execute an agreement with The Counseling Team <br />International for law enforcement psychological services, in an amount not to exceed <br />$78,000, for a three-year period beginning October 4, 2022 through September 30, <br />2025, with an option for two, one-year extensions, subject to non-substantive changes <br />approved by the City Manager and City Attorney. <br />2. Authorize the City Manager to execute an agreement with Eric Gruver, Ph.D. for law <br />enforcement psychological services, in an amount not to exceed $30,000 for a three- <br />year period beginning October 4, 2022 through September 30, 2025, with an option <br />for two, one-year extensions, subject to non-substantive changes approved by the <br />City Manager and City Attorney. <br />3. Authorize the City Manager to execute an agreement with Susan Saxe-Clifford, Ph.D. <br />for law enforcement psychological services, in an amount not to exceed $12,000, for <br />a three-year period beginning October 4, 2022 through September 30, 2025, with an <br />option for two, one-year extensions, subject to non-substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Police Department utilizes contract psychologists to provide pre- <br />employment screenings, employee support and counseling, critical incident counseling, <br />training, and SWAT consultation. The Department currently has agreements with The <br />Counseling Team International (TCTI), Eric Gruver, Ph.D. and Susan Saxe-Clifford, Ph.D. <br />for the provision of these services. All of these agreements expire on September 30, 2022. <br /> <br />On July 12, 2022, the Police Department issued Request for Proposals (RFP) No. 22-081 <br />for Psychological Evaluation and Counseling Services.
