Authorize the City Manager to execute an agreement with IDS Group for architectural <br />and engineering services for Santa Ana’s Public Health Plaza and Wellness <br />Programming project in the amount of $336,433, with a contingency of $33,644 for a <br />total amount of $370,077, for a three-year term beginning October 4, 2022 and <br />expiring October 3, 2025, with an option for two, one-year extensions, subject non- <br />substantive changes approved by the City Manager and the City Attorney. <br />2. Approve an amendment to the Fiscal Year 2022-23 Capital Improvement Program to <br />include $4,000,000 for the Public Health Plaza and Wellness Programming project. <br />DISCUSSION <br />The City of Santa Ana desires to enter an agreement with a qualified consulting firm to <br />lead efforts to provide Architectural and Engineering services to transform the City of <br />Santa Ana Plaza into an Americans with Disabilities Act (ADA)-compliant Public Health <br />Plaza (Exhibit 1). The City of Santa Ana Plaza was completed in 1972 along with City <br />Hall. The exterior of the building facing the plaza had a stunning architectural design, but <br />it was eventually hidden by the addition of the City’s Ross Annex Building. The City would <br />like to restore some of the character lost in the previous renovation, while also performing <br />an update that better meets the evolving needs of the community. These improvements <br />will also include two new plaza restrooms accessible from the outside, and the renovation <br />of existing restrooms inside the Council Chamber. <br />On March 31, 2022, the Public Works Agency released Request for Proposal (RFP) No. <br />22-062, by which it sought the architectural and engineering services of a qualified firm <br />for the Project.
