Agreement with IDS Group <br />October 4, 2022 <br />Page 2 <br />2 <br />9 <br />7 <br />8 <br />The RFP was advertised on the City’s online procurement management and publication <br />system, with Proposals due on May 4, 2022. Three proposals were received and <br />evaluated by a selection committee comprised of staff from Public Works Agency, Risk <br />Management, and the City Manager’s Office. Based on criteria outlined in the RFP, the <br />following summarizes the responding firms and their ranking. <br />Firm City Rank <br />IDS Group Irvine 1 <br />RRM Design Group San Juan Capistrano 2 <br />Rubio Medina, Architect Irvine 3 <br />Staff recommends awarding to the top scoring firm to provide design services for the <br />Project (Exhibit 2). Their proposal demonstrated they have the necessary capacity and <br />expertise to complete the required services. The firm rates are reasonable and within <br />industry standard, the team qualifications are appropriate, and the proposal was <br />determined to provide the best value for the City. <br />Approval of this item will amend the FY 2022-23 Capital Improvement Program to include <br />the $4,000,000 for the Public Health Plaza and Wellness Programming project (Exhibit <br />3). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br />FISCAL IMPACT <br />The funding is budgeted and available for expenditure in the Public Health Plaza and <br />Wellness Programming project (No. 22-1358). The following table summarizes the <br />estimated spending plan for the funds budgeted in the amount of $370,077 for <br />expenditure on the architectural and design services to be provided by the agreement for <br />the three-year term.
